People are not very rational, rather they are bounded rational. Sometime they are very strict and try to comply with rules properly. But in many case they are relaxed, They are very inconsistent. They are not governed by law, raher by self interest. On humanitarian ground they are deviating from truth. The same person beaver differently in the same situation at different time. Laws are not followed uniformly. if you observe a person for many years you will find this hypocrisy. Relaxation for yourself and stickiness for others. - Prof. Akkas
