তথ্য ও যোগাযোগপ্রযুক্তি ক্ষেত্রে গত ছয় বছরে উন্নয়নের ফলে বাংলাদেশ জাতিসংঘের ই-গভর্নমেন্ট জরিপে ১৫০তম স্থান থেকে ১১৫তম অবস্থান অর্জন করেছে। জাতিসংঘের অর্থনৈতিক ও সামাজিক সম্পর্ক বিভাগ (ইউএনডেসা) পরিচালিত ই-সরকার ডেভেলপমেন্ট ইনডেক্স (ইজিডিআই) অনুযায়ী, বাংলাদেশ ০.৪৭৬৩ পয়েন্ট পেয়ে এবং গত দুই জরিপে ৩৫ ধাপ এগিয়ে ১৯৩টি দেশের মধ্যে ১১৫তম স্থানে অবস্থান করে নিয়েছে। ২০১৬ সালের জরিপে এই সূচকে বাংলাদেশের অবস্থান ছিল ১২৪তম, ২০১৪ সালে ১৪৮তম ও ২০১২ সালে অবস্থান ছিল ১৫০তম।

আজ রোববার রাজধানীর বাংলাদেশ কম্পিউটার কাউন্সিলের (বিসিসি) সম্মেলন কক্ষে এক সংবাদ সম্মেলনে ইউএনডেসা প্রকাশিত জরিপে এ তথ্য জানানো হয়েছে। এ বিষয়ে ডাক, টেলিযোগাযোগ ও তথ্যপ্রযুক্তিমন্ত্রী মোস্তাফা জব্বার বলেন, শেখ হাসিনা সরকার তথ্য ও যোগাযোগপ্রযুক্তি ক্ষেত্রে নানান উদ্যোগ গ্রহণের ফলে বৈশ্বিক প্রেক্ষাপটে ডিজিটাল সরকার ব্যবস্থাপনায় বাংলাদেশে দিন দিন অগ্রগতির পথে এগিয়ে যাচ্ছে।

তথ্যপ্রযুক্তিমন্ত্রী মোস্তাফা জব্বার বলেন, ‘প্রধানমন্ত্রী ও তাঁর আইসিটি উপদেষ্টা সজীব ওয়াজেদ জয়ের নেতৃত্বে “ডিজিটাল বাংলাদেশ” এবং “রূপকল্প ২০২১” বাস্তবায়নে সরকার কাজ করছে। মানবসম্পদ সূচক ও টেলিকমিউনিকেশন সূচককে আমরা বিশেষ গুরুত্ব দিচ্ছি। ডেটার আন্তর্জাতিক মান বজায় রাখতে সিআরভিএস, ওপেন ডেটা পোর্টাল, জাতীয় তথ্য বাতায়ন, এসডিজি পোর্টাল, বিগ ডেটা উদ্যোগ ইত্যাদিসহ নানা প্রকল্প গ্রহণ করা হয়েছে; যা বাস্তবায়িত হলে অনলাইন সার্ভিস সূচকে বাংলাদেশের অবস্থান আরও ভালো হবে।

তথ্য ও যোগাযোগপ্রযুক্তি প্রতিমন্ত্রী জুনাইদ আহ্‌মেদ বলেন, ‘গত নয় বছর ধরে সরকার ডিজিটাল বাংলাদেশে গড়ার জন্য কাজ করে যাচ্ছে। সহজলভ্যতা, সক্ষমতা ও সচেতনতা—এই তিনটি বিষয় নিশ্চিত করতে না পারলে কোনো দেশে ইন্টারনেট ব্যবহারকারীর সংখ্যা বাড়বে না। এসব বিষয়ে আমরা কাজ করছি। কয়েকটি স্বল্পোন্নত দেশের সঙ্গে ইতিমধ্যে এটুআই চুক্তিবদ্ধ হয়েছে। যেখানে বাংলাদেশের মতো করে ই-গভর্নেন্স ব্যবস্থা নিয়ে কাজ করা যায়।’

সংবাদ সম্মেলনে একসেস টু ইনফরমেশন (এটুআই) প্রোগ্রামের পলিসি অ্যাডভাইজার আনীর চৌধুরী বলেন, ‘জরিপে অবস্থান তৈরিতে আমরা পাঁচটি পদ্ধতি গ্রহণ করেছি। এক. বিভিন্ন সরকারি প্রতিষ্ঠানের ড্যাসবোর্ড তৈরি করেছি। এদের মধ্যে একধরনের প্রতিযোগিতা সৃষ্টি করা হয়েছে। দুই. সৃষ্ট এই প্রতিযোগিতার মাধ্যমে প্রতিটি মন্ত্রণালয় ও সরকারি প্রতিষ্ঠানের মধ্যে আন্তসম্পর্ক তৈরি করা হয়েছে, যা অ্যানালগ থেকে ডিজিটাল সেবার প্রতি সব কটি প্রতিষ্ঠানকে আগ্রহী করে তুলেছে। তিন. ইউএনডেসার সহযোগিতায় আমরা সরকারি বিশাল ডেটা বা তথ্য-উপাত্ত নিয়ে কাজ শুরু করেছি এবং টেকসই উন্নয়ন লক্ষ্যমাত্রা (এসডিজি) অর্জনে আইসিটি ফর এসডিজি প্রকল্প চালু করা হয়েছে। একটি সরকারি প্রতিষ্ঠান হিসেবে ডেটা বা তথ্য-উপাত্ত নিয়ে কাজের ক্ষেত্রে আমরা অনেক পরিণত হয়েছি। চার. সরকারের বিভিন্ন সেবার মাধ্যমে জনগণের সঙ্গে বিভিন্ন পদ্ধতিতে যোগাযোগ স্থাপন করা সম্ভব হয়েছে। পাঁচ. আমরা এখন প্রযুক্তিগত কাঠামো তৈরি করতে বিভিন্ন প্রায়োগিক কৌশল প্রয়োগ করতে সক্ষমতা অর্জন করেছি।’

সংবাদ সম্মেলনে তথ্য ও যোগাযোগপ্রযুক্তি বিভাগের সচিব জুয়েনা আজিজ, একসেস টু ইনফরমেশন প্রোগ্রামের প্রকল্প পরিচালক মো. মোস্তাফিজুর রহমানসহ অন্যরা উপস্থিত ছিলেন।

A leap in e-governance
Bangladesh moves up nine notches in UN survey

Bangladesh has ranked 115th among 193 United Nations member countries in using information technologies to promote access and inclusion of people, progressing nine steps from its position two years ago following the government's move towards digitalisation.

With respect to Saarc countries, it lags behind Sri Lanka (94th), India (96th) and the Maldives (97th) and is ahead of Nepal (117th), Bhutan (126th), Pakistan (148th) and Afghanistan (177th). Myanmar has secured the 157th position.

The figures came on the UN E-Government Survey 2018 which was published on Friday. Conducted every two years, it comprises an E-Government Development Index (EGDI) and an E-participation Index.

Along with an assessment of website development patterns, the EGDI incorporates access characteristics, such as the infrastructure and educational levels, to give a composite measure of three important dimensions of e-government: provision of online services, human capacity and telecommunication connectivity.

ICT Minister Mustafa Jabbar expressed satisfaction on the development over the years but lamented that the results could have been much better.

“Bangladesh could have at least reached a two-digit ranking,” he told a press conference on the survey at the ICT Tower of the capital's Sher-e-Bangla Nagar yesterday.  “We are now in the highest position (achieved till date) in all the indexes. However, our improvement might have not been reflected in all the studies.”

Bangladesh ranked 124th in 2016, 148th in 2014 and 150th in 2012.

The country is improving its position with respect to digitalisation at a much satisfactory pace but it is not reflected in the study, Jabbar said.

“There might be a problem in our reporting process. Without that, there is no other reason to stay 115th while Nepal is 117th,” said Jabbar.

Denmark secured the top position with 0.9150 (an average of the scores in provision of online services, human capacity and telecommunication connectivity) followed by Australia with 0.9053.

The remaining countries in the top 10 are Korea, the United Kingdom, Sweden, Finland, Singapore, New Zealand, France and Japan. Somalia ranked last.

Bangladesh's average was 0.4862, scoring 0.7847, 0.4763 and 0.1976 in the three respective areas. “We have done a lot in establishing networks up to the remotest parts of the country but it might have not been shown in the report,” said Jabbar.

The government aims to make Bangladesh one of the top 80 countries by 2021, 50 by 2030 and 20 by 2041.

Zunaid Ahmed Palak, state minister for ICT, said the government has already digitalised 40 percent of its services and the situation would improve within coming December when another 50 to 70 services would be brought under e-service platforms. “Within 2021, 90 percent of the 1,400 government services will be available online,” said Palak.

He said the country's position would be much better if “we can ensure interoperability systems in mobile financial service (MFS) and our mobile financial transaction could be expanded more than what was at present”.

Interoperability denotes the ability of an MFS provider to enable transactions with other providers.

The government is now working to establish an interoperable payment gateway and will pass an act to ensure the facility, which will boost e-services, Palak added.

Secretary to ICT Division Zuena Aziz, Access to Information Programme's (a2i) Senior Policy Fellow Anir Chowdhury and a2i Project Director Md Mustafizur Rahman also spoke at the event.
