A large data center construction project planned for the district of Dhaka, Bangladesh, is cleared to go ahead, after a cabinet committee on government purchase approved a key proposal related to its construction earlier this month.
Chinese companies ZTE Holding Company Limited and ZTE Corporation are lined up to build the Bangladesh National Data Centre on 20 acres of land earmarked for the project. The ambitious TK$12 billion (US$155.4M) project is to be funded by the Chinese Exim Bank, and work on it is expected to commence by this year, according to a new report on the Bangladesh-based bdnews24.com online newspaper.

The plan to build the massive data center–claimed to be the world’s fifth largest, was announced by State Minister for Information and Communication Technology Zunaid Ahmed Palak earlier this year. He was quoting as saying that the government hopes to start construction this year, and the latest development suggests that things are on track.
The location of the National Data Centre, at the Hi-Tech Park at Kaliakair, in the Gazipur district of Dhaka, has been contentious, with critics deriding the choice given that it is within an earthquake prone zone. The Bangladesh Ministry of Information had defended the move, noting that building the data center at an alternative site such as the Jessore ICT Park some 200km away would increase costs.
Separately, the chief of the technical negotiation committee, Ashraful Islam, had told the Dhaka Tribune that the risk of earthquake damage would be accounted for and appropriate measures taken to ensure the 99.995 percent uptime required for a Tier IV site.
When Datacenter Dynamics contacted the Uptime Institute last year, they told us earthquake risks are in fact outside of the Tier certification scheme. “The Tier Certification only addresses the site infrastructure–i.e. ensuring all of the design and equipment components meet the Tier criteria,” they said. Mitigating against seismic activity and other natural disasters is addressed separately by a different Uptime certification called the “Operational Sustainability” protocol.
Still, the National Data Centre when completed can expect to be one of a handful of Tier IV data centers in Asia when completed. Elsewhere, Ctrl S has a Tier IV (design) facility in Hyderabad, GPX has a Tier IV design certified center in Mumbai, and PT Data Center Infrastructure Indonesia (PT DCI) also has a Tier IV (design) certified data center in West Java, Indonesia that was built in partnership with Equinix.
