At first left click on the desktop and click on "New" Follow the Picture.

Write on "shutdown -r -t 0 " ( without quotes)
After click Next> Finish.
Now you can see create now a shortcut. If you double click here, then system will be restarted.

Thanks for your posting. I am not much expert in the use of computer though I have been using computer since 1996. I would like to know whether "Alt+Ctrl+delete" works better in restarting a PC.

You are right. You can restart your PC by pressing ALT+Ctrl+Delete. But it may harm for your PC because pressing this function means reset your PC. As you know, If you reset you PC, it causes for bad sector on the hard disk of your PC. However, if you follow my above suggestion you can save your PC.
