ফেসবুকের মাধ্যমেই ফেসবুক বন্ধুকে ফোন করা যাবে- বন্ধুর ফোন নাম্বার ছাড়াই। আর ফোন করা যাবে এক সাথে অনেককে। শিগ্রই এ সেবা দিতে শুরু করবে বলে জানিয়েছে ফ্রান্সভিত্তিক বহুজাতিক মোবাইল ফোন কম্পানি অরেঞ্জ। সামাজিক যোগাযোগ সাইট ফেসবুক যে কতো জনপ্রিয় এবং এর যে কোন দেশ-বিদেশ নেই তা আর নতুন করে বলার অপেক্ষা রাখে না। ফলে ফেসবুক ফোন প্রযুক্তি হয়ে উঠতে পারে যোগাযোগ মাধ্যমের যুগান্তকরী এক ঘটনা। অরেঞ্জ কর্মকর্তারা বলছেন, তাঁরা ফ্রান্স থেকে যাত্রা শুরু করছেন মাত্র; বিশাল আন্তর্জাতিক বাজারের বিষয়টি তাঁদের মাথায় আছে।

গতকাল বুধবার টেকক্রাঞ্চ এক প্রতিবেদনে জানায়, ফেসবুকের সাথে অংশিদারিত্ব চুক্তির মাধ্যমেই অরেঞ্জ প্রযুক্তিসেবাটি তৈরি করেছে এবং এটি আইপি ফোন থেকে একেবারেই আলাদা। এক্ষেত্রে
ব্যবহৃত হয়েছে ফেসবুকের এপিআই তথা অ্যাপলিকেশন প্রোগ্রামিং ইন্টারফেস। অরেঞ্জ এই ফেসবুক ফোনসেবাটির নাম দিয়েছে "পার্টি কল"- যা আগামী গ্রীষ্মেই ফ্রান্সে বাজারজাত হবে। অরেঞ্জ
জানিয়েছে ডেস্কটপ ও মোবাইল ফেসবুকের দুই প্লাটফরম থেকেই এই সেবাটি উপভোগ করা যাবে এবং কল করার জন্য ফোন নাম্বারের দরকার পড়বে না। একজন গ্রাহক ফোন দিলে অরেঞ্জ তার
নিজস্ব নেটওয়ার্কের মাধ্যমে অপর প্রান্তের গ্রাহকের কাছে কলটি পাঠিয়ে দেবে। আর এ কারণেই মনে করা হচ্ছে যে প্রযুক্তিটি একদিন যুগান্তকারী হয়ে উঠতে পারে, বদলে দিতে পারে প্রচলিত
ফোন ব্যবস্থাকে।

অরেঞ্জ আগে থেকেই তাদের "লিবন" (লাইফ ইজ বেটার অন-এল, আই, বি, এন) অ্যাপের মাধ্যমে ইন্টারনেট ভিত্তিক ফোনসেবা দিয়ে আসছে। তবে এটি শুধু আইফোন অ্যাপ এবং এনড্রয়েড
অ্যাপের মাধ্যমে ব্যবহার করা সম্ভব হচ্ছে। অরেঞ্জ বলছে, তাদের পার্টি কল সেবা লিবন বা স্কাইপির মতো কোন আইপি ফোনসেবা নয়। বরং পার্টি কল সেবার আওতায় একজন ফেসবুক
ব্যবহারকারী ফোন করলে তা সরাসরি অরেঞ্জের ভয়েস নেটওয়ার্কে চলে যাবে।

অরেঞ্জের একজন মুখপাত্র টেকক্রাঞ্চকে বলেছেন, ২০১৩ সালের গ্রীষ্মে সেবাটি ফ্রান্সে বাজারজাত করা হবে। তিনি বলেন, অরেঞ্জ ফোনের মালিক হচ্ছে ফ্রান্স টেলিকম এবং ইতিমধ্যেই প্রতিষ্ঠানটি
ইউরোপসহ বিশ্বের বিভিন্ন অগ্রসরমান মার্কেটে পা রেখেছে। ফলে ফেসবুক ফোন অনায়াসেই ফ্রান্স থেকে যাত্রা শুরু করে ছড়িয়ে পড়বে নানা দেশে।

The term ‘soft law’ refers to quasi-legal instruments which do not have any legally binding force or whose binding force is somewhat weaker than the binding force of any traditional law. Traditionally, the term ‘soft law’ is associated with international law. In the context of international law, the term ‘soft law’ covers such elements such as most Resolutions and Declarations of the UN General Assembly, for example, the ‘Universal Declaration of Human Rights’. In international law, the terminology of ‘soft law’" remains relatively controversial because there are some international practitioners who do not accept its existence and for others, there is quite some confusion as to its status in the realm of law. A rule of law is a norm coupled with coercive power. International soft law is only the norm. Now-a-days it works with respect to two fundamental questions of international security law: (1) the legality of the threat or use of nuclear weapons, and (2) the legality of the use of force in humanitarian intervention under the “responsibility to protect” doctrine. In both cases the idea & respect for Public International Law is somehow misused by some states. Therefore question arises whether Public International Law is a soft law or not? Because, now-a-days United Nations is somehow failed to maintain peace & order throughout the world & it cannot be able to bind any state to follow its rules. Thus, the question remains unsolved.
