Yes, in a sense, you are right. As it is difficult to be implemented properly, it cannot be fundamental right, but the State must try its best to ensure this right.

Obstacles to right to water actually affects the right to life because we know that the other name of water is life.

whether you deeply/ broadly interpreted, it never be a fundamental right. F R must be remedied by the constitution. If your life is demised for water, you cannot go to the court but if you are discriminated in law though your life is not over, you can go to court under FR.
