How much days forum member use the forum ?

forum is the discussion and information shearing place .Here have any kinds of restriction of the student  that student can use the forum only 4th or more year ?
we know that one mail id, one member of forum  but our id valid 4th year but i want to known when this day will  be completed.  can i use the forum with forum member ?
