Status of ESC rights in Pakistan
« on: November 24, 2015, 04:55:48 PM »
Pakistan constitution imposes more accountability on the government in regard to the implementation of the policies. According to Article 29 it is the responsibility of each organ and authority of the State to act in accordance with those Principles. In case of dependence upon resources, the Principle shall be regarded as being subject to the availability of resources.
Clause 3 of Article 29 states that In respect of each year, the President in relation to the Federation, and each Governor in relation to the affairs of his Province, shall cause to be prepared and laid before House of Majlis-e-Shoora (Parliament)] or the Provincial Assembly respectively, a report on the observance and implementation of the Principles of Policy, and provision shall be made for discussion on such report.  Article 30 explains the judicial non-enforceability of the principles as it says that no action shall lie against the State or any organ or authority of the State or any person on grounds of compliance with the policies.
