DSE is blocked due to a security policy by DIU , Is it the right decision?

As we are student of BBA department, we have right to access different types of business and educative side through the internet. I always access different types of web side in my own interest but today when I have tried to enter Dhaka Stock Exchange (DSE) and Chittagong Stock Exchange (CSE), I could not access because of restricted by DIU authority.  

Today I have to analyze The Dhaka bank and Beximco share price because of assignment purpose. How can I access DSE and CSE webside now?

As a business student, we have the right to access Capital market (DSE and CSE webside), haven't we?

One more things that We can access facebook although facebook is also blocked by DIU, but it's a matter of sorrow that we cannot access Dhaka Stock Exchange.

I hope, Authority will consider it.
