Back in 2005, I tried to make a team and I ended up with a few good programmers and few success in contest. They all are doing very well in career too.

I believe, you can make this campaign bit larger if you can collaborate some special scholarship and prize money for the teams. I think, Authority would allow a small amount of money for the brain stormers!

Other thing you can do is make a Visible Ranklist of Top Programmers of DIU and regularly publish in Newspaper (It's free, just send them to PRO or fax to newspaper with authorized letterhead/pad)

Even I can back with some problemset for new contests (If I can manage time!).

Than you for your suggestion. Unfortunately I haven't find any team for attending at programming contest. I have taken 4 internal contest to find programmers. I have found two Female Student who have potentials to be groomed, I am now training up 7 new programmers with them. I need some time to make them prepare ......

Hope to make them shine soon.
