Can we keep poverty in a museum?

A question always comes to my mind - can we really keep away the poverty in a museum? Is it possible to totally eradicate Poverty? An article published in the Daily Star argues that poverty tends to decrease faster in those countries which start out poorer. Why? Here is the explanation - when a country like Bangladesh starts its journey from a very poor stage, its people tend to work hard and take a very small amount of wage. This small wage attracts many foreign buyers and investors to Bangladesh. That's how Bangladesh can be developed at an astonishingly high rate. I am sharing the link of the article here.
