The global smartphone brands were progressing aggressively over time. A sudden unexpected turbulent situation known as a global pandemic declared by the World Health Organization (WHO) about a century later in the history of human civilization stops this progress. It makes the industry bound to fall behind. This study aims to review and analyze the impact of the present pandemic situation due to Coronavirus Disease 2019 (COVID-19) on the global smartphone industry. It shows its competitive scenarios focusing on smartphone demand and supply. Thus, the study suggest a strategic approach to combat this situation. It is done by reviewing the latest literature published explicitly in 2020. The findings of this study reveal a significant negative impact of COVID-19 on global smartphone brands, primarily especially in the big markets of this industry, namely China, India, USA, Europe. Conversely, it can also positively impact the industry, especially in some developing countries. The positivity is seen due to the expanded demand for smartphones in some sectors like education, business, and entertainment media shifted online, triggering the user’s need to purchase a new smart device. Lastly, based on the understanding of the current scenario, some strategic approaches are discussed, and appropriate solutions are given for the industry to cope up with the pandemic crisis and, at the same time, how to attain success. The strategic directions given at the end can be applied to the industry’s sustainability and growth.

The Ready-Made Garments (RMG) might have a remarkable contribution to a country%u2019s economy once it possesses an understandable application of technology and innovation in its style attractiveness, healthier aspects of body and its environmental settings. The primary purpose of this study is to explore the relevance of including RMG sector in the Science and Technology Park of Extremadura (PCTEx) in Badajoz province of Spain. For this purpose, a case study based on face to face interview method is followed where primary data was collected through an unstructured open ended questionnaire. The author%u2019s observation in this case is also used. The findings of this qualitative study support that it is relevant to include the sector in this particular zone. It concludes with the statement that PCTEx has the opportunity to include the sector in this area which can ensure greater impact in social and financial gain in this region. The findings also support that if this proposal is implemented and is supervised by the PCTEx authority in Badajoz, with the influence of this non-government association, it will flourish with its superior performance and in turn will contribute to the development of the region by creating employment opportunity for a number of unemployed people especially for women as well as to the country economy as a whole. The availability of low cost human resources especially high tech infrastructure and industry-friendly environment all work behind the motivation of the sector inclusion in this region.

If you believe tech optimists, 10 years from now self-driving cars will be ubiquitous, drones will deliver our parcels, and robots will bring us our groceries. And one day soon, our cities will be painted with augmented reality that feels as if it belongs to the street corner where it was placed.

Whether or not any of that comes to pass, one piece of the puzzle will be crucial to this future: ultra-precise location technology. GPS and the wandering blue dot on smartphone mapping apps are useful for a human navigating an unfamiliar city, but that just won’t cut it for machines. They will need to know where things are down to the centimeter.
London-based startup Scape reckons that’s what it can provide. The firm’s visual positioning service uses GPS and multiple camera images to work out exactly where you are within two or three seconds, according to cofounder Edward Miller. It has collected over two billion street images to precisely 3D-map more than 100 cities around the world, including London, San Francisco, Paris, Moscow, and Tokyo. Some of the data was collected by employees cycling around the cities with cameras attached to their bicycles, but Scape’s platform can process images from any source.
In use, Scape’s algorithms extract “points of interest” (like street signs, storefronts, or lampposts) from any image in order to compare it with the billions already in its database. Its system then uses triangulation to deduce the angle and distance from which the object was observed, returning its precise location to the end user. This kind of accuracy will anchor AR to the world better than is possible with GPS or other technologies—making it far more impressive and versatile.

“Scape is about taking this to the next level. It’s about expanding this capability out to an entire living, breathing city,” Miller says.
There are some exciting applications of AR already, mostly within the entertainment world: just a few days ago Snapchat celebrated the launch of the latest season of Game of Thrones by unleashing virtual dragons in New York. But many commercial companies also want AR products that are locked in a specific place for customers as they walk through a city. Relying on GPS to do this doesn’t really work too well at the moment (beyond games like Pokémon Go).

“Using existing location technologies, you can navigate through a city with an accuracy of a few meters. This is okay, but for augmented reality, you’ll need a completely different level of precision,” says Krystian Mikolajczyk, a computer vision expert at Imperial University.

Of course, this kind of accuracy won’t just be a boon for AR applications. The challenge of how to make machines understand their surroundings is one that lots of companies are grappling with.

For example, Waymo packs its cars with GPS, lidar, cameras, and radar sensors to help them navigate autonomously. Starship Technologies, which provides robot delivery services, uses a similar approach. The difference here is the level of precision—and the fact that Scape is doing it purely using cameras, which are significantly cheaper than lidar and other laser technologies. Its platform also differs from others in generating maps that can cope with changes to the environment, which is crucial for creating one unified version of the world for both people and computers. This will be important for letting humans collect robot or drone deliveries, for example.

Scape wants to use its location services to become the underlying infrastructure upon which driverless cars, robotics, and augmented-reality services sit.

“Our end goal is a one-to-one map of the world covering everything,” says Miller. “Our ambition is to be as invisible as GPS is today.”

The nation now, with over 12 crore mobile subscribers and 4.3 crore Internet subscribers, enjoys the fruits of digitisation in numerous areas of activities. A few examples of available digital services are: registration for admission to academic institutions, publication of results of examinations, registration for jobs abroad, registration of pilgrimage, collection of official forms, online submission of tax returns, online tendering, etc. Online banking systems have sped up the financial activities of the country. There are many more developments in the line. Deputy Commissioner Offices in districts and UNO offices in upazilas provide a large number of e-services to rural clients. Direct digital services eliminate middlemen and save both time and money. Without such online services, our cities and towns would have turned into difficult places to live in.

At its simplest, Bitcoin is either virtual currency or reference to the technology. You can make transactions by check, wiring, or cash. You can also use Bitcoin (or BTC), where you refer the purchaser to your signature, which is a long line of security codeencrypted with 16 distinct symbols. The purchaser decodes the code with his smartphone to get your cryptocurrency. Put another way; cryptocurrency is an exchange of digital information that allows you to buy or sell goods and services.The transaction gains its security and trust by running on a peer-to-peer computer network that is similar to Skype, or BitTorrent, a file-sharing system

A blockchain is a digitized, decentralized, public ledger of all cryptocurrency transcations. Constantly growing as ‘completed’ blocks (the most recent transactions) are recorded and added to it in chronological order, it allows market participants to keep track of digital currency transactions without central recordkeeping. Each node (a computer connected to the network) gets a copy of the blockchain, which is downloaded automatically.

It is not feasible to implement bitcoin-like currency in Bangladesh.

Bangladesh Bank has banned the use of Bitcoin, a virtual cryptocurrency, in Bangladesh by issuing a circular on its website. The circular read that Bitcoin is not an authorised and legal currency in any other country in the world. “Transaction with this currency may cause a violation of the existing money laundering and terrorist financing regulations,” the circular further read. However, the notice does not carry any indication on how the regulation would be enforced. The circular also said Bitcoin is not authorised by any regulatory authority and thereby its use may cause financial loss of the citizens. “According to the information received from the internet and different news media, transactions have been taking place using different online-based exchange platforms including Bitcoin, Ethereum, Ripple and Litecoin.”

These virtual currencies are not authorised by any legal authority of any country and thereby no financial claims can be made against such currencies. Besides, these currencies do not conform to Foreign Exchange Regulation Act, 1947, Anti Terrorism Act 2009 and Money Laundering Prevention Act, 2012, the notice also read. So, the transaction of virtual currencies online with any unnamed or pseudo named peer may cause a violation of the above-mentioned acts and lead clients to face various financial and legal risks. Under the circumstances, the citizens have been asked to refrain from performing, assisting and advertising all kind of transactions through the virtual currencies like Bitcoin to avoid financial and legal damages. Meanwhile, a Facebook page titled “Bitcoin Exchange: Bitcoin Buy and Sell Bangladesh” has been opened in recent times. A local website named bitcoin.com claims that Bitcoin transaction can be performed in Bangladesh through Bkash, Rocket and other general banking accounts.

Bitcoin is a cryptocurrency, created and held electronically on your PC or in a virtual wallet. No one controls it or sees it – it is decentralized so no person, institution or bank controls the currency. It was the year 2009 when bitcoin burst onto the financial scene, and soon computers all over the world started running sophisticated programs that would mine blocks of bitcoins by solving extremely complex mathematical equations.  bitcoin means to discover or verify new bitcoins because unlike traditional currency, bitcoin cannot be printed. Miners make money every time they discover new bitcoins or verify a bitcoin transaction.

There can only be a fixed 21 million bitcoins [to prevent inflation], out of which 15.5 million are currently in circulation, which leaves 5.5 million bitcoins to be discovered. These valued blocks of online information skyrocketed in price as time went on and investor appeal in the new technology grew.

Trading could be done online – anonymously, quickly, without hassle from regulatory and exchange bodies. The ease of use and lack of a trail led to flexibility unheard of in the financial world. But for all its benefits, the currency was overshadowed because of its anonymous, unregulated nature as it became easy for people to use the currency for  transactions that would stay off the books, as well as for schemes that  people.

While bitcoin had the power to make transactions untraceable, it was another innovation that promised to make every transaction transparent and permanent. Underlying the use of bitcoin is blockchain, which is almost entirely opposite its more famous alter-ego.  possesses the ability of having permanent records of the transactions the blocks (the name for their portions of value) are used for, and at any time people can see those  online in real time. It is this transparency that people have hopes in, but that’s not the only thing blockchain does differently than the cryptocurrency it drove for so long.

Blockchain can easily transfer everything from property rights to stocks and currencies without having to go through a middle man and clearing institution like SWIFT, while offering the same safety, higher speed and lower costs. Consider it from the financial perspective: billions of dollars are transferred daily in the financial markets, with every transaction being “cleared” by a middle man. Replacing the middle man with a revolutionary technology that is faster, cheaper and as secure will help save millions for businesses.

A Bangladeshi physicist of Princeton University has led an international research team in discovering a novel quantum state of matter that can be 'tuned' at will - and it's 10 times more tunable than existing theories can explain.

M Zahid Hasan and his team's discovery of this level of manipulability of quantum matter opens up enormous possibilities for next-generation nanotechnologies and quantum computing.

Hasan, the Eugene Higgins Professor of Physics, shot to fame in 2014 when he led a team of scientists discovering 'Weyl fermion', an elusive massless particle theorised 85 years ago. In pursuit to an alternative theory of gravity, Albert Einstein's colleague at Princeton, physicist Hermann Weyl, first predicted the particle back in 1929.

About the latest discovery, considered a potential gamechanger in quantum physics, Prof Zahid Hasan said, "We found a new control knob for the quantum topological world. We expect this is tip of the iceberg. There will be a new subfield of materials or physics grown out of this. ... This would be a fantastic playground for nanoscale engineering."

Hasan and his colleagues, whose research - "Giant and anisotropic spin-orbit tunability in a strongly correlated kagome magnet" - appears in the current issue of Nature, are calling their discovery a "novel" quantum state of matter because it is not explained by existing theories of material properties.

Princeton University's Office of Communications' writer Liz Fuller-Wright wrote elaborately about Zahid Hasan and his team's discovery.

Hasan's interest in operating beyond the edges of known physics attracted Jia-Xin Yin, a postdoctoral research associate and one of three co-first-authors on the paper, to his lab. Yin said, when he talked to Professor Hasan, "He (Hasan) told me something very interesting. He's searching for new phases of matter. The question is undefined. What we need to do is search for the question rather than the answer."

The classical phases of matter - solids, liquids and gases - arise from interactions between atoms or molecules. In a quantum phase of matter, the interactions take place between electrons, and are much more complex, wrote Liz Fuller-Wright.

"This could indeed be evidence of a new quantum phase of matter - and that's, for me, exciting," said David Hsieh, a professor of physics at the California Institute of Technology and a 2009 Ph.D. graduate of Princeton, who was not involved in this research. "They've given a few clues that something interesting may be going on, but a lot of follow-up work needs to be done, not to mention some theoretical backing to see what really is causing what they're seeing."

Hasan has been working in the groundbreaking subfield of topological materials, an area of condensed matter physics, where his team discovered topological quantum magnets a few years ago. In the current research, he and his colleagues "found a strange quantum effect on the new type of topological magnet that we can control at the quantum level," said Hasan, who was listed in the Thomson Reuters' World's Most Influential Scientific Minds-2014.

The key was looking not at individual particles but at the ways they interact with each other in the presence of a magnetic field. Some quantum particles, like humans, act differently alone than in a community, Hasan said. "You can study all the details of the fundamentals of the particles, but there's no way to predict the culture, or the art, or the society, that will emerge when you put them together and they start to interact strongly with each other," he said.

To study this quantum "culture," he and his colleagues arranged atoms on the surface of crystals in many different patterns and watched what happened. They used various materials prepared by collaborating groups in China, Taiwan and Princeton. One particular arrangement, a six-fold honeycomb shape called a "kagome lattice" for its resemblance to a Japanese basket-weaving pattern, led to something startling - but only when examined under a spectromicroscope in the presence of a strong magnetic field, equipment found in Hasan's Laboratory for Topological Quantum Matter and Advanced Spectroscopy, located in the basement of Princeton's Jadwin Hall.

All the known theories of physics predicted that the electrons would adhere to the six-fold underlying pattern, but instead, the electrons hovering above their atoms decided to march to their own drummer - in a straight line, with two-fold symmetry.

"The electrons decided to reorient themselves," Hasan said. "They ignored the lattice symmetry. They decided that to hop this way and that way, in one line, is easier than sideways. So this is the new frontier. ... Electrons can ignore the lattice and form their own society."

The researchers were shocked to discover this two-fold arrangement, said Songtian Sonia Zhang, a graduate student in Hasan's lab and another co-first-author on the paper. "We had expected to find something six-fold, as in other topological materials, but we found something completely unexpected," she said. "We kept investigating - Why is this happening? - and we found more unexpected things. It's interesting because the theorists didn't predict it at all. We just found something new."

"There are many things we can calculate based on the existing theory of quantum materials, but this paper (published in Nature) is exciting because it's showing an effect that was not known," he said. This has implications for nanotechnology research especially in developing sensors. At the scale of quantum technology, efforts to combine topology, magnetism and superconductivity have been stymied by the low effective g factors of the tiny materials.

"The fact that we found a material with such a large effective g factor, meaning that a modest magnetic field can bring a significant effect in the system - this is highly desirable," said Hasan. "This gigantic and tunable quantum effect opens up the possibilities for new types of quantum technologies and nanotechnologies."

The discovery was made using a two-story, multi-component instrument known as a scanning tunneling spectromicroscope, operating in conjunction with a rotatable vector magnetic field capability, in the sub-basement of Jadwin Hall. The spectromicroscope has a resolution less than half the size of an atom, allowing it to scan individual atoms and detect details of their electrons while measuring the electrons' energy and spin distribution.

M Zahid Hasan did his SSC from Dhanmondi Government Boys High School and HSC from Dhaka College with outstanding results. He studied at the University of Texas in Austin and got his PhD from Stanford University.

He joined Princeton as a lecturer. Now, he is a professor of Physics with a specific interest in the field of Quantum Condensed Matter Physics at the university.

Internet / Internet penetration slows in 4G era

The growth of internet in the first nine months of the year has been the lowest in three years despite the roll out of the faster 4G mobile data service in February.

Between the months of January and September, 1.07 crore active internet connections were added, down 15.08 percent from a year earlier, according to a report of the Bangladesh Telecommuni-cation Regulatory Commi-ssion published on Thursday. With the new additions, the total number of active internet connections at the end of September was 9.12 crore. Of them, 93.63 percent are using mobile internet and 6.29 percent fixed broadband. 

When the 3G service was launched in 2013, the telecom industry saw exponential growth, according to industry insiders. But the same shift was not seen when 4G service was introduced.

“Smartphones and internet-enabled handsets are a prerequisite for the growth of mobile internet users,” said Sayed Talat Kamal, head of external communications of Grameenphone, the country's leading mobile operator.

In 2018, Grameenphone, which has 3.63 crore internet subscribers, has seen a slower uptake of smartphones, which has impacted mobile internet usage growth, he added.

The government has revised upwards the duty structure for mobile handsets and increased the taxes on different segments, which impacted the internet adoption rate.

The quality of 60 percent of the handsets in Bangladesh is poor, said Shahed Alam, head of corporate and regulatory affairs at Robi.

As a result, the number of internet users might not increase, as they would not be able to get the best out of the fast data speed offered by 4G.

“In the last few months, we have seen that the import of smartphones, especially the 4G-enabled ones, has almost halted,” Alam told reporters at a workshop in Dhaka on Tuesday. The industry had asked the government to withdraw the tax on handsets for at least the next two years to help it to grow.

“This would have given a push to the government's digitalisation vision too,” he said, adding that the demands were not met.

The number of internet users would not escalate if the Internet of Things and artificial intelligence technologies are not adopted, said a top official of another operator.

“Once home appliances are connected to the internet, the number will become much higher,” said the senior executive, who has been working in this field for more than a decade. He also said the internet users' number was not directly linked to 4G.

4G offers the fastest mobile internet and that is related to using more data. Only 3G users have shifted to the 4G technology but it has not added new users, the official said.

বিশ্বাস করা হচ্ছে এবং করানো হচ্ছে, বাংলাদেশে বিশ্ববিদ্যালয়ের শিক্ষকদের ‘মানহানি’ হয়েছে; অর্থাৎ তাঁদের মানের অবনতি ঘটেছে। আমলা-কাজি-সিপাহসালার—রাষ্ট্রের আর কোনো পক্ষের মানহানি হয়নি, হয়েছে শুধু বিশ্ববিদ্যালয়–শিক্ষকদের। বিশ্ববিদ্যালয়–শিক্ষকদের মান নির্ধারণ এবং মানের অবনতি রোধ করার উদ্দেশ্যে সম্প্রতি বিশ্ববিদ্যালয়ে শিক্ষক নিয়োগের ক্ষেত্রে একটি খসড়া নীতিমালা প্রণয়ন করা হয়েছে। বিভিন্ন বিশ্ববিদ্যালয় এবং বিশ্ববিদ্যালয় মঞ্জুরি কমিশনের কর্তাব্যক্তিরা এই নীতিমালার ব্যাপারে তাঁদের মতামত ব্যক্ত করেছেন। সিদ্ধান্ত হয়েছে বিশ্ববিদ্যালয়ের শিক্ষক নিয়োগের তিনটি নিয়ামক থাকবে: ১. প্রাথমিক-উচ্চমাধ্যমিক-স্নাতক স্তরের চূড়ান্ত পরীক্ষার ফলাফল; ২. নিয়োগ-পরীক্ষা পাস এবং ৩. পাঠদানের ক্ষমতা।

শিক্ষার তৃতীয় স্তর কিংবা উচ্চশিক্ষার সঙ্গে প্রথম দুই স্তর, অর্থাৎ প্রাথমিক ও মাধ্যমিক (উচ্চমাধ্যমিকও যার অন্তর্ভুক্ত) শিক্ষার মূল পার্থক্য হচ্ছে, উচ্চশিক্ষা যাঁরা দেবেন এবং নেবেন, তাঁদের যথাক্রমে গবেষণা করতে হবে এবং গবেষণা করা শিখতে হবে। ঐতিহাসিকভাবে ‘বিশ্ববিদ্যালয়’ নামের প্রতিষ্ঠানটির ওপর গবেষণা করা ও গবেষণা শেখানোর দায়িত্ব বর্তায়। গবেষণা যদি আপনি না করেন, তবে অতিসাম্প্রতিক কালে জ্ঞানের জগতে কী পরিবর্তন হলো, সেটা আপনি জানতে পারবেন না, শিক্ষার্থীদের জানাতে পারবেন না এবং এর ফলে সমাজেও জ্ঞানের অগ্রগতির সর্বশেষ সংবাদ অজানা থেকে যাবে। সুতরাং বিশ্ববিদ্যালয়–শিক্ষকের তিনটি কাজ: ১. নিজে গবেষণা করা; ২. অন্যকে গবেষণায় সহায়তা করা এবং ৩. পাঠদান করা।

প্রাথমিক, মাধ্যমিক ও মহাবিদ্যালয়ের শিক্ষকদের শুধু পাঠদান করলেই চলে। একজন কলেজশিক্ষকের সঙ্গে একজন বিশ্ববিদ্যালয়–শিক্ষকের পার্থক্যটা এখানেই। আমি প্রথম দুই স্তরের শিক্ষকদের কোনোভাবেই ছোট করছি না। আমি শুধু বলতে চাই যে একজন বিশ্ববিদ্যালয়–শিক্ষকের দায়িত্ব শুধু পাঠদানে সীমাবদ্ধ থাকা উচিত নয়।

একটি বিশ্ববিদ্যালয় কী ধরনের প্রতিষ্ঠান হওয়া উচিত—সে সম্পর্কে বাংলাদেশের নীতিনির্ধারক কিংবা বিশ্ববিদ্যালয়–শিক্ষকদের স্পষ্ট ধারণা আছে বলে মনে হয় না। এর কারণ, এখন যাঁরা নীতিনির্ধারক কিংবা প্রবীণ বিশ্ববিদ্যালয়–শিক্ষক, তাঁদের শিক্ষকেরাও খুব বেশি গবেষণামুখী ছিলেন না এবং এর ফলে শিক্ষার্থীদেরও তাঁরা গবেষণামুখী করে তুলতে ব্যর্থ হয়েছেন। আমাদের আগের প্রজন্মের বিশ্ববিদ্যালয়–শিক্ষকদের সিংহভাগ আচরণে-মানসিকতায় নেহাতই একেকজন কলেজশিক্ষক ছিলেন এবং তাঁদের শিক্ষার্থীরাও ছাত্রজীবনে কলেজশিক্ষার্থী এবং কর্মজীবনে কলেজশিক্ষকে পরিণত হয়েছেন।

শিক্ষকতা, কারিকুলাম, পাঠ্যক্রম, পাঠদান থেকে শুরু করে আমাদের প্রজন্মের বিশ্ববিদ্যালয়–শিক্ষকদের যাবতীয় আচরণ ও কর্মকালে কলেজশিক্ষকের মানসিকতা প্রতিফলিত হয়। মাস্টার্স পর্যায়েও তাঁরা সেমিনারের কথা ভাবতে পারেন না, কোর্স দিতে চান। পরীক্ষা ছাড়াও যে অর্জিত জ্ঞান যাচাইয়ের অন্য পন্থা থাকতে পারে—হাজার চেষ্টা করেও এ ব্যাপারটা বাংলাদেশের বিশ্ববিদ্যালয়–শিক্ষকদের বোঝাতে পারবেন না। এর পেছনে অর্থনৈতিক কারণও আছে বৈকি। পরীক্ষা মানেই ইনভিজিলেশন, খাতা দেখা, নম্বর তোলা ইত্যাদি হাজার রকম আয়ের সুবর্ণ সুযোগ নাদান শিক্ষকেরা কেন হেলায় নষ্ট করতে যাবেন? বাংলাদেশের বিশ্ববিদ্যালয়গুলোতে এখনো ছাত্রদের নাম ডেকে উপস্থিতির হিসাব নেওয়া হয়, অনেকটা জেলখানার কয়েদিদের মতো। একেকটি ক্লাসে শ খানেক ছাত্রের নাম ডাকতেই তো কুড়ি মিনিট চলে যাওয়ার কথা। ক্লাসের সময়সীমা যদি পঞ্চাশ মিনিট হয়, তবে শিক্ষক মহোদয় পড়াবেন কখন?

কোনো ব্যক্তির গবেষণা করার ক্ষমতা তাঁর মাধ্যমিক, উচ্চমাধ্যমিক ও স্নাতক পর্যায়ে অর্জিত ভালো ফলের ওপর নির্ভর করে না। ভালো ছাত্রমাত্রই ভালো গবেষক নন। কে ভালো গবেষক হবেন আর কে হবেন না, সেটা শুধু সময়ই বলতে পারে। নিয়োগ পরীক্ষা নিয়ে ভালো আমলা নির্বাচন করা যেতে পারে, কিন্তু ভালো গবেষক তথা ভালো বিশ্ববিদ্যালয়–শিক্ষক নির্বাচন করা কার্যত অসম্ভব।

পাশ্চাত্যে বিশ্ববিদ্যালয়–শিক্ষকদের কোনো নিয়োগ পরীক্ষায় পাস করতে হয় না। প্রাথমিক থেকে শুরু করে স্নাতক পর্যায়ের পরীক্ষায় কার, কী ফলাফল ছিল, সেটাও বিবেচনায় নেওয়া হয় না। এসব ফলাফল কলেজ কিংবা প্রাথমিক বিদ্যালয়ের শিক্ষক নিয়োগের সময় বিবেচ্য হয়। বিশ্ববিদ্যালয়ে শিক্ষক নিয়োগের ক্ষেত্রে একমাত্র বিবেচ্য, মুখ্যত গবেষণার ক্ষমতা এবং গৌণত পাঠদানের ক্ষমতা। দীর্ঘদিন ধরে এই দুই ক্ষমতা প্রমাণ করার পর পাশ্চাত্যে একজন ব্যক্তি বিশ্ববিদ্যালয়ের শিক্ষক হতে পারেন।

পাশ্চাত্যে পিএইচডি করতে করতেই একজন ছাত্র নিজ বিষয়ের বিখ্যাত সব জার্নালে তাঁর গবেষণাকর্ম প্রকাশ করার চেষ্টা করেন। একই সঙ্গে তিনি স্নাতক পর্যায়ে খণ্ডকালীন ভিত্তিতে পড়াতেও শুরু করেন। পাঠ দিতে দিতে তিনি পড়াতে শেখেন এবং জেনে যান, পড়ানোর কাজটা আদৌ তিনি পারবেন কি না। শিক্ষার্থীরাও শিক্ষানবিশ শিক্ষককে মূল্যায়ন করেন এবং শিক্ষানবিশ যখন কোনো বিশ্ববিদ্যালয়ে শিক্ষক পদের জন্য আবেদন করেন, তখন শিক্ষার্থীদের এই মূল্যায়ন বিবেচনায় নেওয়া হয়। পিএইচডি অভিসন্দর্ভ কিংবা প্রকাশিত গবেষণাকর্মের মান এবং পাঠদানের ক্ষমতা—এই দুটি বিষয়ের ওপর নির্ভর করে বিজ্ঞ নির্বাচকেরা সিদ্ধান্ত নেন, কোনো বিশেষ ব্যক্তিকে শিক্ষক হিসেবে অস্থায়ী নিয়োগ দেওয়া যেতে পারে কি না। কয়েক বছর অস্থায়ী শিক্ষক হিসেবে কর্মরত থাকার পর বিশ্ববিদ্যালয়ে সংশ্লিষ্ট শিক্ষকের নিয়োগ স্থায়ী হয়। নিয়োগ স্থায়ী হওয়া এবং পদোন্নতি পাওয়া নির্ভর করে প্রধানত শিক্ষকের কয়টি প্রবন্ধ স্বীকৃত জার্নালে প্রকাশিত হলো, তার ওপর।

বিশ্ববিদ্যালয় কর্তৃপক্ষ, মঞ্জুরি কমিশনের কর্তাব্যক্তিদের বক্তব্য এবং সাম্প্রতিক খসড়া নীতিমালা থেকে পরিষ্কার বোঝা যায়, বিশ্ববিদ্যালয়ে শিক্ষক নিয়োগ ও কলেজেশিক্ষক নিয়োগের মধ্যে পার্থক্য করতে আমরা সক্ষম নই। নিয়োগ পরীক্ষা ও প্রথম দুই স্তরের ফলাফলের ওপর নির্ভর করে বিশ্ববিদ্যালয়ে যেসব শিক্ষক নিয়োগপ্রাপ্ত হবেন, তাঁদের যোগ্যতা কলেজ বা স্কুলশিক্ষকের চেয়ে বেশি হবে না। কলেজ ও বিশ্ববিদ্যালয়ে নিয়োগের ধরন যদি একই হয়, তবে বিশ্ববিদ্যালয়গুলোতে কলেজ-মানের শিক্ষক নিয়োগ হবে এবং বিশ্ববিদ্যালয়গুলো প্রকারান্তরে কলেজে পরিণত হবে।

কার্যত বাংলাদেশে কোনো বিশ্ববিদ্যালয় নেই—প্রাইভেট-পাবলিকনির্বিশেষে বাংলাদেশের বিশ্ববিদ্যালয়গুলো প্রকৃতপক্ষে এক একটি বড়সড় কলেজমাত্র। পরিতাপের বিষয় এই যে ভবিষ্যতেও যে বাংলাদেশে কোনো বিশ্ববিদ্যালয় গড়ে উঠবে, তারও কোনো আলামত দেখা যাচ্ছে না ওই নীতিমালায়। বিশ্ববিদ্যালয় নিয়ে যাঁরা ভাবেন, বিশ্ববিদ্যালয়ের কাঠামোর ব্যাপারে সিদ্ধান্ত যাঁরা নেন, তাঁরা হয়তো জানেনই না ‘বিশ্ববিদ্যালয়’ কাকে বলে। বিশ্ববিদ্যালয়ের ইতিহাস: আদিপর্ব শীর্ষক পুস্তকটি পড়ে তাঁরা নিঃসন্দেহে উপকৃত হতে পারেন। বিশ্ববিদ্যালয় মঞ্জুরি কমিশন অন্ততপক্ষে শিক্ষকদের মধ্যে এই বই বিতরণের ব্যবস্থা নিলে শিক্ষা তথা বিশ্ববিদ্যালয়ের শিক্ষা সম্পর্কে সমাজের অজ্ঞানতা অনেকটাই দূর হবে বলে আমি মনে করি।
