Google Apps for EDUCATION :

You will need to apply on-line. Once you have applied the Google Apps for Education team will review the application. For more information on Education accounts please see https://support.google.com/a/answer/2856827?hl=en.

The upgrade form can be found here https://www.google.com/a/signup/u/0/?enterprise_product=GOOGLE.EDU#0.

After filled up the forms :
You will get a email that Google will review it for next 1 week and in the mean time you have to follow their link to proved to Domain ownership from https://support.google.com/a/answer/60216?hl=en
 
You have to send email like that :

Dear Google Concern,

You are very much helpful Voice as I have heard your voice over phone is very nice and cooperative.
 
Thanks for your email. But all are for NEW DOMAINS but Our following domains maintain near about 3000-4000 Email accounts from last 5/6 years with Google. And all are EDUCATIONAL Organization.  If I try those Apps forms then Google will closed my all emails accounts which is very much risk for our Teachers and Students. Because these are for new applications not the UPGRADE from free google accounts.  If you need any types of Documents for upgrading to Google Apps EDUCATION Please ask me.  I will provide you ASAP.
