The World Bank has projected a 6.8% GDP growth for Bangladesh in 2017, a slight fall from 7.1% last year.

“The economy of Bangladesh has weathered global uncertainties well aided by strengthening investment and a recovery of exports. Growth will be sustained at 6.8% in 2017, coming down slightly from 7.1% in 2016 and with a decelerating information rate and a budget deficit that has narrowed, said the World Bank in a report published on Sunday.

The report identified infrastructural gaps and inadequate energy supply, combined with the high cost of doing business as the main obstacles to the realisation of Bangladesh’s growth potential.

The report also said regional GDP growth of South Asia is expected to rise from 6.7% in 2016 to 6.8% in 2017, and 7.1% in 2018.

“To make the most of this export opportunity, countries in the region should continue to focus on polices that promote economic growth,” said World Bank South Asia Region chief economist Martin Rama.

He said: “A survey of South Asian experts conducted for this report reveals a strong consensus on the need to promote human capital accumulation, investments in infrastructure, and a more business-friendly environment.”

The bank’s South Asia Region vice president Annette Dixon said: “Simulations on the impact of hypothetical new trade barriers show that South Asia is not only resilient to a potential rise in protectionism but could possibly even gain from it in some circumstances.”

She said: “Advanced economies are recovering and could see faster growth that will likely increase demand for South Asian products. The region should seize this opportunity to diversify its exports and enhance its supply response.”

Bangladesh will be among the top three fastest growing economies in the world by 2030, the consultancy firm PricewaterhouseCoopers (PwC) has said.

Its report titled ‘The long view: how will the global economic order change by 2050?’ predicts that Bangladesh could rise in the ranks by achieving an average annual growth of 4.8% over the next 34 years.

By 2050 Bangladesh, India and Vietnam will become the fastest growing economies, with Bangladesh expected to see impressive growth that will push it to 23rd place overall, the report says.

PwC ranked 32 countries by their projected global gross domestic product (GDP) at purchasing power parity (PPP), and made projections for up to 2050.

PPP estimates of GDP adjust for price level differences across countries, providing a better measure of the volume of goods and services produced by an economy as compared to GDP at current market exchange rates, which is a measure of value.

Bangladesh ranked 31st among the world’s 32 largest economies in 2016. Its GDP (PPP), according to the report, was $628 billion, and it was projected to increase to $3,064 billion in 2050.

Most of this projected growth will come from increased productivity as opposed to population growth. Of Bangladesh’s 4.8% growth rate, 0.6% will be the result of an increased population.

In comparison, Pakistan, fourth on this rank, will owe 1.4% of its 4.4% growth to population growth.

PwC says that realising Bangladesh’s growth potential depends on sustained investment and reform.

“Growth in these countries is driven even more by real GDP per capita growth, suggesting capital investment and technological progress will deliver real labour productivity enhancing benefits,” the report says.

“For these countries to realise this potential, growth needs to be supported by sustained economic reforms, strengthening macroeconomic fundamentals, institutions and, crucially, mass education to ensure their rapidly growing working populations contribute productively to long term economic growth.”

“Emerging market economies will drive global growth and eventually increase their share of world GDP,” the report says. “During this period, there will be a shift in global economic power. We project that the world economy will double in size by 2042, growing at an annual average rate of around 2.6% between 2016 and 2050”.

It also predicts that the E7 economies – Brazil, China, India, Indonesia, Mexico, Russia and Turkey – will account for almost 50% of the world GDP by 2050, while the G7’s share will decline to only just over 20%.

The findings by the PwC, one of the world’s largest professional-services firms, show that China, India and the US will remain at the top of the table, but in a new order.

China is already the top country in terms of PPP, while India has been projected to be the world’s second-largest economy, beating the US in GDP by PPP terms before 2050.

Business Administration / Remittance inflow falls 17pc in July-March

The overall remittance inflow has dropped by nearly 17 per cent or US$ 1.86 billion in the first nine months of this fiscal year (FY), 2016-17, against the same period of the previous fiscal.

The remittance receipts came down to $9.19 billion during the July-March period of the FY, from $11.06 billion in the corresponding period of the last fiscal, according to the central bank's latest statistics.

The remittance inflow was estimated at $1.08 billion in March 2017, up by $136.69 million from that of the previous month. In February 2017, the amount stood at $940.75 million. It was $1.28 billion in March 2016.

Talking to the FE, a senior official of the Bangladesh Bank (BB) said the inward remittance flow has dropped significantly in the recent months.

It happened due to a sluggish trend in economic activities in the Middle-East countries along with a rising trend of sending hard-earned money by expatriate Bangladeshis using informal channels, he noted.

The central bank as well as the government is now working to increase the flow of inward remittance, he added.

Currently, 29 exchange houses are operating across the globe, and 1,125 drawing arrangements have been set up abroad to expedite the remittance inflow, according to the central banker.

BB earlier took a series of measures to encourage the expatriate Bangladeshis to send their money through formal banking channel, instead of illegal "hundi" system to help boost the country's foreign exchange reserve.

The world economy has finally started to grow after about 10 years of stagnation and a series of 'false economic dawns'.

"Today, almost ten years after the most severe financial crisis since the Depression, a broad-based economic upswing is at last under way," The Economist reported, referring to latest economic indicators.

"In America, Europe, Asia and the emerging markets, for the first time since a brief rebound in 2010, all the burners are firing at once," the report says.

The data shows that the American economy has kept growing for the past several quarters, though it faces the headwinds. The US Federal Reserve last week raised rates for the second time in three months while fears about Chinese overcapacity, and of a Yuan devaluation, have receded.

"In February factory-gate inflation was close to a nine-year high.

In Japan in the fourth quarter capital expenditure grew at its fastest rate in three years," the report says.

"The euro area has been gathering speed since 2015. The European Commission's economic-sentiment index is at its highest since 2011; euro-zone unemployment is at its lowest since 2009."

The Economist analysis also showed that in February South Korea notched up export growth above 20 per cent. "Taiwanese manufacturers have posted 12 consecutive months of expansion. Even in places inured to the recession the worst is over."

"The Brazilian economy has been shrinking for eight quarters but, with inflation expectations tamed, interest rates are now falling. Brazil and Russia are likely to add to global GDP this year, not subtract from it," according to the Institute of International Finance. It reckons that in January "the developing world hit its fastest monthly rate of growth since 2011".

However, the Economist cautioned that "it does not mean the global economy is back to normal."

It pointed out "oil prices fell by 10 per cent in the week to Mar 15 on renewed fears of oversupply; a sustained drop would hurt the economies of producers more than it would benefit consumers."

The inflation rate rose again in February, following on the increase in January.The inflation rate increased to 5.31 per cent in February from 5.15 per cent in January. This means that something Tk 100 in 2016 would cost Tk 105.31 in February.

The data from the Bangladesh Bureau of Statistics (BBS) was revealed to the media  Planning Minister AHM Mustafa Kamal at the NEC Conference Room in Dhaka’s Sher-e-Bangla Nagar, reports bdnews24.com. He attributed the rise in the inflation rate to increase in the price of beef and edible oil. The January hike in the inflation rate was attributed to a rise in the price of coarse rice.

General inflation in the food sector rose from 6.53 per cent in January to 6.84 per cent in February. Non-food inflation, however, has dropped slightly from 3.10 per cent in January to 3.07 per cent in February. The general inflation rate in rural areas also increased from 4.92 per cent to 5.14 per cent between January and February. Inflation in urban areas also rose slightly from 5.57 per cent to 5.62 per cent.

The country can emerge as one of the world’s three fastest growing economies in the next three decades if mass education is ensured to raise productivity of youthful populations.
 Highlighting Bangladesh’s potential until 2050, PricewaterhouseCoopers has put conditions of “sustained economic reforms” and proper “institutions” for attaining higher growth over a long period of time.economy

Bangladesh is projected to become 23rd economy by 2050 from its 31st position at present.

In its analytical report, the London-based professional services network has forecast an average annual growth of around 5 per cent between 2016 and 2050.

“We project Vietnam, India and Bangladesh to be three of the world’s fastest growing economies over this period,” PwC observed in the report titled “The Long View: How will the global economic order change by 2050?”

It pointed out that these countries will benefit from their youthful and fast growing working-age populations, boosting domestic demand and output.

The PwC report, however, predicted no significant progress in investment in Bangladesh, which was 23 per cent of gross domestic product (GDP) in 2016 and may increase to 25 per cent of GDP in 2025.

Also, quality of education including technical skills remains a concern for the country that achieved improvement in expanding literacy in the past three decades.



China will be the largest economy by 2050 and six of the seven largest economies in the world could be emerging markets by that time, according to the projection.

To realise the said growth potential, PwC suggests, emerging market governments need to implement structural reforms to improve macroeconomic stability, diversify their economies away from undue reliance on natural resources, and develop more effective political and legal institutions.

China’s rise may also offer advantages for countries such as Bangladesh.

“As China’s population ages and real labour costs increase, we are likely to see global multinationals shift some of their off-shoring jobs from China to other relatively cheaper economies, such as Vietnam, Bangladesh and Indonesia,” the report said.

Bangladesh Monitor has recognised four individuals for their contribution to the development of the country's travel and hospitality industry.

They were honoured at the silver jubilee celebration of the fortnightly magazine at the Westin Dhaka hotel on Saturday. Minister for Civil Aviation and Tourism Rashed Khan Menon gave away the trophies.

Hakim Ali, chairman of Intraco Group of Companies, was recognised for his contribution to the tourism sector while late Md Fakruddin, founder of Fakruddin Food and Catering chain, was honoured posthumously under the culinary industry category.

Shahid Hamid, executive director of Dhaka Regency Hotel & Resort, received the award in the hospitality industry category.

SA Reza Hussain, first Bangladeshi country manager of British Overseas Airways Corporation, which is now known as British Airways, was also awarded in the aviation category.

Speaking on the occasion, Kazi Wahidul Alam, editor of the Bangladesh Monitor, said they are proud to honour these people who have played commendable role in their respective fields.

He said the magazine would continue its efforts for the development of the country's aviation and tourism sectors in the days to come.

The celebration ceremony was attended by representatives from a number of ministries, Bangladesh Tourism Board, foreign missions in Bangladesh, local and foreign airlines, tour operators and travel agencies.

Bangladesh Monitor started its journey on August 16, 1991. It also regularly organises conferences, seminars, and workshops on aviation and tourism along with tourism fairs and chef competitions.

বার শেয়ারবাজারমুখী হয়েছেন বিনিয়োগকারীরা। ঝিমিয়ে পড়া ব্রোকারেজ হাউসগুলোতে আবারও বিনিয়োগকারীদের সরব উপস্থিতি দেখা যাচ্ছে। তাতে বাজারে লেনদেন ও সূচক প্রতিদিনই বাড়ছে।
চলতি ২০১৭ সালের ১৪ কার্যদিবসে প্রধান শেয়ারবাজার ঢাকা স্টক এক্সচেঞ্জের (ডিএসই) প্রধান সূচক ডিএসইএক্স প্রায় সাড়ে চার শ পয়েন্ট বেড়েছে। আর লেনদেন বেড়েছে হাজার কোটি টাকার বেশি। বাজারের এই টানা উত্থানে কিছুটা শঙ্কিত বিশ্লেষক ও বাজার-সংশ্লিষ্ট ব্যক্তিরা। সার্বিক বাজার পরিস্থিতি নিয়ে আজ বেলা তিনটায় সংবাদ সম্মেলন ডেকেছে ডিএসই কর্তৃপক্ষ।
জানতে চাইলে বাংলাদেশ ব্যাংকের সাবেক ডেপুটি গভর্নর ও ২০১০ সালের শেয়ারবাজার কেলেঙ্কারির ঘটনায় গঠিত তদন্ত কমিটির প্রধান খোন্দকার ইব্রাহিম খালেদ প্রথম আলোকে বলেন, ‘বাজারের সাম্প্রতিক উত্থানকে খুব বেশি স্বাভাবিক ও স্বতঃস্ফূর্ত বলে আমার মনে হচ্ছে না। একদিকে ব্যাংকে আমানতের সুদ হার কম, তাই কিছু মানুষ বাড়তি মুনাফার আশায় শেয়ারবাজারে ঝুঁকছেন। আর পুরোনো খেলোয়াড়েরা সেটিকে কাজে লাগিয়ে নিজেদের মতো খেলাধুলা চালাচ্ছেন। তাই এ অবস্থায় নতুন করে যাঁরা বাজারে ঝুঁকছেন, তাঁদের অত্যন্ত সতর্কতা অবলম্বন করতে হবে। কারণ, এটা বাজারের স্বাভাবিক শক্তি নয়।’

গত কয়েক দিনে রাজধানীর মতিঝিল ও দিলকুশার একাধিক ব্রোকারেজ হাউস ঘুরে ও প্রতিষ্ঠানগুলোর কর্তাব্যক্তিদের সঙ্গে কথা বলে জানা গেছে, ২০১০ সালের ধসের পর যেসব বিনিয়োগকারী বাজারবিমুখ হয়ে পড়েছিলেন, তাঁদের অনেকে আবার বাজারমুখী হতে শুরু করেছেন। পাশাপাশি কিছু নতুন বিনিয়োগকারীর হাত ধরেও বাজারে প্রতিদিন টাকা ঢুকছে বলে ব্রোকারেজ হাউসের শীর্ষ নির্বাহীরা জানান।

মূলত গত নভেম্বর থেকে বাজারে ধারাবাহিক উত্থানপর্বের শুরু, যা অব্যাহত রয়েছে নতুন বছরেও। এতে ডিএসইর প্রধান সূচকটি পাঁচ হাজারের পর সাড়ে পাঁচ হাজারের মনস্তাত্ত্বিক সীমাও অতিক্রম করেছে। লেনদেন ফিরে গেছে ২০১০ সালের অবস্থানে। তবে গত বছরের মাঝামাঝি থেকেই বাজারে মুখে মুখে প্রচারণা ছিল যে ২০১৭ সালে বাজার ভালো হবে। বছরের শুরুতে সেই প্রচারণা সত্যি হতে দেখা যাচ্ছে।

গত ডিসেম্বরে রাজধানীতে আয়োজিত তিন দিনব্যাপী পুঁজিবাজার মেলার উদ্বোধনী অনুষ্ঠানে বাজার নিয়ন্ত্রক সংস্থা বাংলাদেশ সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ কমিশনের (বিএসইসি) চেয়ারম্যান এম খাইরুল হোসেন বলেছিলেন, শেয়ারবাজারের সূচক নিয়ে সরকারসহ কারও ভয় ও উদ্বেগের কিছু নেই। বাজারের নিজস্ব শক্তি বা গতিতে সূচক যদি ১০ হাজারও হয়, তাতে বাধা দেওয়ারও কিছু নেই। বিএসইসির চেয়ারম্যানের ওই বক্তব্যের পর বাজারে আরও গতি সঞ্চার হয়।

বাজারের বর্তমান অবস্থাকে এখনো স্বাভাবিকই মনে করছেন ডিএসইর পরিচালক ও শাকিল রিজভী স্টক লিমিটেডের ব্যবস্থাপনা পরিচালক শাকিল রিজভী। তিনি বলেন, বাজার নিয়ে উদ্বিগ্ন হওয়ার মতো পরিস্থিতি এখনো তৈরি হয়নি। তবে ঊর্ধ্বমুখী বাজারে লাভের প্রলোভনে পড়ে ঋণ বা ধারদেনা করে কারও বিনিয়োগে আসা উচিত নয়। শাকিল রিজভী জানান, ২০১০ সালের ধসের পর যেসব বিনিয়োগকারী বাজার থেকে মুখ ফিরিয়ে নিয়েছেন, তাঁদের একটি বড় অংশই আবার সক্রিয় হয়েছে। পাশাপাশি প্রতিদিনই কিছু নতুন বিনিয়োগকারী বাজারে আসছেন।

লেনদেনে শীর্ষে থাকা একাধিক ব্রোকারেজ হাউসের প্রধান নির্বাহী নাম প্রকাশ না করার শর্তে প্রথম আলোকে বলেন, বাজারে নতুন করে টাকা আসছে। বিভিন্ন শ্রেণি-পেশার মানুষ প্রতিদিনই বাজারের সঙ্গে যুক্ত হচ্ছেন। আবার পুরোনো বিনিয়োগকারীদের মধ্যে যাঁরা নিষ্ক্রিয় হয়ে গিয়েছিলেন, তাঁরাও সক্রিয় হয়েছেন।

ঢাকা ও চট্টগ্রাম—এ দুই স্টক এক্সচেঞ্জ মিলিয়ে লেনদেনের শীর্ষস্থানীয় ব্রোকারেজ হাউস লঙ্কাবাংলা সিকিউরিটিজ। গত ডিসেম্বরে এ প্রতিষ্ঠানটি এককভাবে ২ হাজার ৬০০ কোটি টাকার বেশি লেনদেন করেছে। যেখানে বিক্রির চেয়ে কেনার পরিমাণই বেশি ছিল। এ ছাড়া লেনদেনে শীর্ষে ছিল ইনভেস্টমেন্ট করপোরেশন অব বাংলাদেশ বা আইসিবি সিকিউরিটিজ, আইডিএলসি সিকিউরিটিজ, ব্র্যাক ইপিএল, ইউনিয়ন ক্যাপিটাল সিকিউরিটিজ। ডিসেম্বরে প্রতিটি ব্রোকারেজ হাউসের লেনদেনে বিক্রির চেয়ে কেনার পরিমাণ ছিল বেশি, যার প্রতিফলনও পড়েছে বাজারে।

নাম প্রকাশ না করার শর্তে শীর্ষ পাঁচ ব্রোকারেজ হাউসের মধ্যে দুটির শীর্ষ দুই কর্মকর্তা জানান, নিষ্ক্রিয় বিনিয়োগকারীরা নতুন করে বাজারে আবার পুঁজি বিনিয়োগ করছেন। ফলে বাজারে অর্থপ্রবাহ বেড়েছে।

লেনদেন ও সূচকের টানা বৃদ্ধিতে শঙ্কা তৈরি হয়েছে কারও কারও মনে। বিশ্লেষকেরা বলছেন, হঠাৎ করে দেশের অর্থনীতিতে বড় ধরনের কোনো পরিবর্তন হয়নি, যার প্রভাবে হঠাৎ করে তেজি হয়ে উঠবে শেয়ারবাজার।

তবে বাজার-সংশ্লিষ্ট প্রতিষ্ঠানের কর্মকর্তাদের সঙ্গে কথা বলে জানা গেছে, ব্যাংকে আমানতের সুদের হার কমে যাওয়ায় এবং বিনিয়োগ কম হওয়ায় অনেকে শেয়ারবাজারে টাকা খাটাতে আগ্রহী হয়ে উঠেছেন। কারণ, দীর্ঘদিন ধরে মন্দাবস্থার কারণে অনেক শেয়ারের দাম অবমূল্যায়িত অবস্থায় চলে এসেছিল। তাতে দেশি-বিদেশি অনেক বিনিয়োগকারী পুঁজি লগ্নিতে আগ্রহী হয়ে উঠেছেন।

বাজারের বর্তমান পরিস্থিতি সম্পর্কে জানতে চাইলে বিএসইসির নির্বাহী পরিচালক ও মুখপাত্র সাইফুর রহমান প্রথম আলোকে বলেন, ‘অতীত অভিজ্ঞতা থেকে শিক্ষা নিয়ে আমরা একটি স্বাভাবিক ও টেকসই বাজার দেখতে চাই। কেউ যাতে অতি উৎসাহী বাজারকে অতি তেজি করে না তোলেন, তার জন্য সবাইকে আইনকানুন ও বিধিবিধান যথাযথভাবে মেনে চলার নির্দেশ দেওয়া হয়েছে।’

বাজারের বর্তমান উত্থানকে স্বাভাবিক মনে করেন কি না জানতে চাইলে সাইফুর রহমান বলেন, দীর্ঘদিন ধরে বাজারে একধরনের মন্দাভাব ছিল। শেয়ারের দামও অনেক নিচে নেমে আসে। ব্যাংকে আমানতের সুদ হারও কমে গেছে। তাতে করে শেয়ারবাজারে বিনিয়োগ আসার একটা সুযোগ ছিল।

বাংলাদেশ ব্যাংকের সর্বশেষ নভেম্বরের তথ্য অনুযায়ী, ব্যাংক খাতে আমানতের গড় সুদ হার ৫ দশমিক ২৯ শতাংশ। আর বিভিন্ন ধরনের সঞ্চয়পত্রের মুনাফার হার মেয়াদান্তে সর্বনিম্ন ১১ দশমিক শূন্য ৪ থেকে ১১ দশমিক ৭৬ শতাংশ পর্যন্ত।

এ অবস্থায় ৮ জানুয়ারি বিএসইসির ‘দেশব্যাপী বিনিয়োগ শিক্ষা’ কার্যক্রমের উদ্বোধন করতে গিয়ে প্রধানমন্ত্রী বিনিয়োগকারীদের উদ্দেশে বলেন, গুজবে বিনিয়োগ করলে তার দায় নিতে হবে নিজেকে। এ সময় প্রধানমন্ত্রী আরও বলেন, ‘যেখানে-সেখানে একটা বিনিয়োগ করে তারপর সব হারিয়ে...তারপর আসে কি, সব দোষ সরকারের, সব দোষ অর্থমন্ত্রীর, এটা যেন না হয়।’

একই অনুষ্ঠানে অর্থমন্ত্রী আবুল মাল আবদুল মুহিত বলেন, ‘বর্তমান সরকারের মেয়াদ পূর্তির আর দুই বছর বাকি। এ সময়ে পুঁজিবাজার আরও শক্ত ভিত্তিতে সুপ্রতিষ্ঠিত হবে—এটা আমার দৃঢ় বিশ্বাস।’

পরবর্তী সময়ে ৯ থেকে ১১ জানুয়ারি পর্যন্ত দেশের বিভিন্ন জেলা প্রশাসনের উদ্যোগে সরকারের নানা উন্নয়ন কর্মকাণ্ড দিয়ে জেলা পর্যায়ে অনুষ্ঠিত ‘উন্নয়ন মেলায়’ ২৯ জেলায় পুঁজিবাজারের উপস্থিতি ছিল। এসব জেলায় তিন দিনের মেলায় পুঁজিবাজারের অগ্রগতির প্রচারণা চালানো হয়।

বাজারের এ উত্থানে সতর্ক নিয়ন্ত্রক সংস্থা বিএসইসি। গত সোমবার স্টক এক্সচেঞ্জ, ব্রোকারেজ হাউস, মার্চেন্ট ব্যাংকসহ বাজার-সংশ্লিষ্ট প্রতিষ্ঠানের কর্তাব্যক্তিদের সঙ্গে বৈঠক করে ১১ ধরনের কারসাজির বিষয়ে বাজার-সংশ্লিষ্টদের সতর্ক করা হয়। কৃত্রিমভাবে শেয়ারের দামের উত্থান-পতন ঘটাতে এসব কারসাজির আশ্রয় নেওয়া হয় বলে জানিয়েছে বিএসইসি। বৈঠকে বিএসইসি বলেছে, সংস্থাটির প্রতিদিনকার বাজার তদারকির ক্ষেত্রে নিজস্ব তদারকি ব্যবস্থা বা সার্ভিল্যান্স সিস্টেমে এসব কারসাজির সংকেত নিয়ে বিশ্লেষণ করা হয়।

১১ ধরনের কারসাজির মধ্যে অটো ক্লায়েন্ট বা স্বয়ংক্রিয় গ্রাহক কারসাজি সম্পর্কে বিএসইসি বলছে, এ ধরনের কারসাজিতে একই ব্যক্তিকে ক্রেতা ও বিক্রেতা হিসেবে পাওয়া যায়। একাধিক বিও (বেনিফিশারি ওনার্স) হিসাব খুলে নিজের মধ্যেই লেনদেন করে কৃত্রিমভাবে শেয়ারের দাম বাড়িয়ে থাকে। এ ধরনের কারসাজির লেনদেনে সুবিধাভোগী মালিকানার কোনো পরিবর্তন হয় না। শর্টসেল কারসাজির মাধ্যমে বিও হিসাবে শেয়ার না থাকার পরও শেয়ার বিক্রি করে মুনাফা তুলে নেওয়া হয়।

ফ্রন্ট রানিং ক্লায়েন্ট বা সামনে চলমান গ্রাহক কারসাজির ধরন সম্পর্কে বিএসইসি সূত্রে জানা গেছে, যখন কোনো বিনিয়োগকারী বড় ধরনের শেয়ার ক্রয়ের উদ্যোগ নেন, তা আগে জানতে পেরে অপর ব্যক্তি আগে থেকেই কম দামে ওই শেয়ার নিজের হিসাবে কিনে নেন। ধরা যাক, রহিম (ছদ্মনাম) নামে এক বিনিয়োগকারী ‘ক’ কোম্পানির ১০ কোটি শেয়ার কেনার উদ্যোগ নিয়েছেন। এ খবর আগেভাগে জেনে গেছেন অপর বিনিয়োগকারী সোহেল (ছদ্মনাম)। আর তখন সোহেল রহিমের ক্রয় আদেশ আসার আগেই বাজার থেকে কম দামে ‘ক’ কোম্পানির শেয়ার কিনে নেন। পরবর্তী সময়ে রহিমের কাছে বেশি দামে ওই শেয়ার বিক্রি করে দেন।

স্পুফিং বা প্রতারণা কারসাজি সম্পর্কে বলা হয়েছে, এ ব্যবস্থায় শেয়ার কেনাবেচার ক্ষেত্রে লেনদেন যন্ত্রে বিপরীতমুখী কিছু আদেশ দিয়ে দামকে প্রভাবিত করা হয়। ধরা যাক, একজন কারসাজিকারক একটি কোম্পানির বিপুল পরিমাণ শেয়ার কেনার উদ্যোগ নিয়েছেন। তখন তাঁর চেষ্টা থাকে যত কম দামে ওই শেয়ার কেনা যায়। সে ক্ষেত্রে লেনদেন যন্ত্রে ক্রয় আদেশের বিপরীতে বিপুল পরিমাণ শেয়ার বিক্রির ভুয়া আদেশ দেওয়া হয়। বিপুল শেয়ারের বিক্রয় আদেশ দেখে সাধারণ বিনিয়োগকারীরা ভীত হয়ে দ্রুত হাতে থাকা শেয়ার বিক্রি করে দেন। এতে দাম পড়ে যায় আর তখন শেয়ার কেনার আসল উদ্দেশ্য বাস্তবায়ন করেন কারসাজিকারক।

সংশ্লিষ্ট একাধিক সূত্রে জানা গেছে, বর্তমানে বাজারের সূচক ও লেনদেন বেশ ঊর্ধ্বমুখী রয়েছে। এ অবস্থায় বাজারে কারসাজি বা অনিয়মের ঘটনা বেড়ে যেতে পারে সন্দেহে বিএসইসি বাজার-সংশ্লিষ্টদের এসব কারসাজির বিষয়ে সতর্ক থাকার নির্দেশ দিয়েছে।

ধারাবাহিক ঊর্ধ্বগতির ফলে ডিএসইর প্রধান সূচক ডিএসইএক্স গতকাল বুধবার দিন শেষে দাঁড়িয়েছে ৫ হাজার ৫৩৩ পয়েন্টে। ২০১৩ সালের ২৭ জানুয়ারি ডিএসইএক্স সূচকটি চালু হওয়ার পর গত মঙ্গলবার এটি সর্বোচ্চ ৫ হাজার ৫৭৫ পয়েন্টে উঠেছিল। পাশাপাশি ঢাকার বাজারের লেনদেনের পরিমাণ বেড়ে আবারও ২০১০ সালের অবস্থায় ফিরে গেছে। গতকাল দিন শেষে ডিএসইতে লেনদেনের পরিমাণ ছিল ১ হাজার ৯৮৯ কোটি টাকা। এর আগে সর্বশেষ ২০১০ সালের ৬ ডিসেম্বর ঢাকার বাজারে ২ হাজার ৭১১ কোটি টাকার সর্বোচ্চ লেনদেন হয়েছিল। সেই হিসাবে প্রায় অর্ধযুগ পর ডিএসইতে আবারও সর্বোচ্চ লেনদেন হয়েছে। ২০১০ সালের ডিসেম্বরে লেনদেন সর্বোচ্চ পর্যায়ে ওঠার পর বাজারে ধস নেমেছিল।

ডিএসইর তথ্য অনুযায়ী, ২০১৪, ২০১৫ ও ২০১৬ সাল শেষে ঢাকার বাজারে প্রতিদিনকার গড় লেনদেনের পরিমাণ ছিল যথাক্রমে ৪৯৯, ৪২১ ও ৪৯৪ কোটি টাকা। আর চলতি বছরের গত ১৪ কার্যদিবসে প্রতিদিনের এ গড় লেনদেনের পরিমাণ বেড়ে দাঁড়িয়েছে ১ হাজার ৫০০ কোটি টাকায়।

২০১০ সালের শেয়ারবাজার ধসের পর খোন্দকার ইব্রাহিম খালেদের নেতৃত্বে গঠিত তদন্ত কমিটির প্রতিবেদনে বেশ কিছু কারসাজির ঘটনা তুলে ধরা হয়। কারসাজির দায়ে অনেককেই অভিযুক্ত করা হয়েছিল। তবে তদন্ত প্রতিবেদনের ভিত্তিতে বিএসইসি ২০১০ সালের শেয়ারবাজার কেলেঙ্কারির ঘটনায় দুটি মামলা করে। তবে এসব মামলার বিচারকাজ উচ্চ আদালতের আদেশে স্থগিত রয়েছে।

অন্যদিকে, ’৯৬ সালের শেয়ারবাজার কেলেঙ্কারির ঘটনায় দায়ের হওয়া ১৫ মামলার মধ্যে বেক্সিমকো ও শাইনপুকুরসহ সালমান এফ রহমানদের বিরুদ্ধে দায়ের হওয়া দুটি মামলার কার্যক্রম হাইকোর্ট বাতিল (কোয়াশড) করেছেন। অপর মামলাগুলোর মধ্যে একটি মাত্র মামলার রায় হলেও অভিযুক্ত ব্যক্তিরা বিদেশে থাকায় শাস্তি নিশ্চিত হয়নি। বাকি মামলাগুলোর বিচার কার্যক্রমের ওপর উচ্চ আদালতের স্থগিতাদেশ রয়েছে।
