On December 18, 2020, the U.S. Food and Drug Administration issued an emergency use authorization (EUA) for the second vaccine for the prevention of coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). On June 25, 2021, the FDA revised the patient and provider fact sheets regarding the suggested increased risks of myocarditis (inflammation of the heart muscle) and pericarditis (inflammation of the tissue surrounding the heart) following vaccination. The emergency use authorization allows the Moderna COVID-19 Vaccine to be distributed in the U.S for use in individuals 18 years of age and older.

Common Side Effects
The most commonly reported side effects, which typically lasted several days, were pain at the injection site, tiredness, headache, muscle pain, chills, joint pain, swollen lymph nodes in the same arm as the injection, nausea and vomiting, and fever. Of note, more people experienced these side effects after the second dose than after the first dose, so it is important for vaccination providers and recipients to expect that there may be some side effects after either dose, but even more so after the second dose.

1. Keep up fruit and vegetable intake

Whenever it is possible to get hold of fresh produce, do so. As well as being eaten fresh, fruits and vegetables can be frozen where possible and will retain most of their nutrients and flavor. Using fresh vegetables to cook large batches of soups, stews or other dishes will make them last longer and provide meal options for a few days. These can also be frozen where possible and then quickly reheated.


2. Swap in healthy dried or canned alternatives when fresh produce is not available
Fresh produce is almost always the best option, but when it is not available there are plenty of healthy alternatives that are easy to store and prepare.

Canned beans and chickpeas, which provide an abundance of nutrients, can be stored for months or even years, and can be included in meals in many ways. Canned oily fish such as sardines, mackerel and salmon are rich in protein, omega 3 fatty acids and a range of vitamins and minerals. These can be used cold in sandwiches, salads or pasta dishes, or cooked as part of a warm meal.

Canned vegetables, such as tomatoes, do tend to contain lower quantities of vitamins than fresh produce, but they are a great fallback option when fresh produce or frozen vegetables are hard to come by.
 
Dried goods like dried beans, pulses and grains such as lentils, split peas, rice, couscous or quinoa are also nutritious, long-lasting options that are tasty, affordable and filling. Rolled oats cooked with milk or water can serve as an excellent breakfast option, and can be spiced up with yoghurt, chopped fruits or raisins.


3. Build up a stock of healthy snacks
Children often need to eat a snack or two during the day to keep them going. Rather than giving kids sweets or salty snacks, opt for healthier options like nuts, cheese, yoghurt (preferably unsweetened), chopped or dried fruits, boiled eggs, or other locally available healthy options. These foods are nutritious, more filling, and help build healthy eating habits that last a lifetime.


4. Limit highly processed foods
While using fresh produce may not always be possible, try to limit the amount of highly processed foods in your shopping basket. Ready-to-eat meals, packaged snacks and desserts are often high in saturated fat, sugars and salt. If you do purchase processed foods, look at the label and try to choose healthier options containing less of these substances. Try to also avoid sugary drinks and instead drink lots of water. Adding fruits or vegetables like lemon, lime, cucumber slices or berries to water is a great way to add an extra twist of flavor.


5. Make cooking and eating a fun and meaningful part of your family routine
Cooking and eating together is a great way to create healthy routines, strengthen family bonds and have fun. The keto diet is a low-carb, high-fat diet. It lowers blood sugar and insulin levels, and shifts the body’s metabolism away from carbs and towards fat and ketones.

Different Types of Ketogenic Diets

There are several versions of the ketogenic diet, including:

    Standard ketogenic diet (SKD): This is a very low-carb, moderate-protein and high-fat diet. It typically contains 75% fat, 20% protein and only 5% carbs.
   
 Cyclical ketogenic diet (CKD): This diet involves periods of higher-carb refeeds, such as 5 ketogenic days followed by 2 high-carb days.
   
 Targeted ketogenic diet (TKD): This diet allows you to add carbs around workouts.
 
  High-protein ketogenic diet: This is similar to a standard ketogenic diet, but includes more protein. The ratio is often 60% fat, 35% protein and 5% carbs.

However, only the standard and high-protein ketogenic diets have been studied extensively. Cyclical or targeted ketogenic diets are more advanced methods and primarily used by bodybuilders or athletes.

 Watermelons are mostly water — about 92 percent — but this refreshing fruit is soaked with nutrients. Each juicy bite has significant levels of vitamins A, B6 and C, lots of lycopene, antioxidants and amino acids. There's even a modest amount of potassium. Plus, this quintessential summer snack is fat-free, very low in sodium and has only 40 calories per cup.

"Foods that are high in antioxidants and amino acids allow your body to function optimally," said Angela Lemond, a Plano, Texas-based registered dietitian nutritionist and spokesperson for the Academy of Nutrition and Dietetics. "Antioxidants help prevent damage, and cancer. Amino acids are the basic building block for protein, and protein is used in virtually every vital function in the body."

Scientists have taken notice of watermelon's high lycopene levels — about 15 to 20 milligrams per 2-cup serving, according to the National Watermelon Promotion Board — some of the highest levels of any type of fresh produce. Lycopene is a phytonutrient, which is a naturally occurring compound in fruits and vegetables that reacts with the human body to trigger healthy reactions. It is also the red pigment that gives watermelons, tomatoes, red grapefruits and guavas their color.

Lycopene has been linked with heart health, bone health and prostate cancer prevention. It's also a powerful antioxidant thought to have anti-inflammatory properties, according to Victoria Jarzabkowski, a nutritionist with the Fitness Institute of Texas at The University of Texas at Austin.

To really maximize your lycopene intake, let your watermelon fully ripen. The redder your watermelon gets, the higher the concentration of lycopene becomes. Beta-carotene and phenolic antioxidant content also increase as the watermelon ripens. "Beta carotene is an antioxidant found in red-orange fruits and vegetables. It helps with immunity, skin, eye and the prevention of cancer," said Lemond.

A 2011 study in the Journal of Food Composition and Analysis that investigated five types of watermelon at four stages of ripening found that unripe watermelon with primarily white flesh has nearly zero beta-carotene. By the time it is fully red, the fruit has become an excellent source of the phytonutrient. 
 That doesn't mean the red parts are the only good ones. "All parts of the watermelon are good. There are a lot of nutrients throughout," said Jarzabkowski. This includes the white flesh nearest the rind, which contains more of the amino acid citrulline than the flesh, according to a 2005 study in the Journal of Chromatography.

Citrulline is a valuable amino acid that converts to the amino acid arginine. These amino acids promote blood flow, leading to cardiovascular health, improved circulation, and according to research at Texas A&M University, erectile dysfunction improvement (you'd probably have to eat a lot of the fruit to get a Viagra-like effect, though).

Recent studies have found that watermelon seeds are also wonderfully nutritious, especially if they are sprouted and shelled. They are high in protein, magnesium, vitamin B and good fats, according to an analysis by the International Journal of Nutrition and Food Sciences.

Watermelon's high levels of lycopene are very effective at protecting cells from damage and may help lower the risk of heart disease, according to a study at Purdue University. A study published in the American Journal of Hypertension found that watermelon extracts helped reduce hypertension and lower blood pressure in obese adults.

Watermelon may be especially important for older women. A study published in Menopause found that postmenopausal women, a group known to have increased aortic stiffness, who took watermelon extract for six weeks saw decreased blood pressure and arterial stiffness compared to those who did not take watermelon extract. The authors of the study attributed the benefits to citrulline and arginine.

Arginine can help improve blood flow and may help reduce the accumulation of excess fat.

Anti-inflammatory properties

"The lycopene in watermelon makes it an anti-inflammatory fruit," Jarzabkowski said. Lycopene is an inhibitor for various inflammatory processes and also works as an antioxidant to neutralize free radicals. Additionally, the watermelon contains choline, which helps keep chronic inflammation down, according to a 2006 article published in Shock medical journal.

Reducing inflammation isn't just good for people suffering from arthritis. "When you're sick, you have cellular damage, which can be caused by a variety of factors including stress, smoking, pollution, disease, and your body becomes inflamed," Jarzabkowski said. "It's called 'systemic inflammation.'" In this way, anti-inflammatory foods can help with overall immunity and general health.

Hydration

"Watermelons help with overall hydration, and that is a great thing," said Lemond. "They say we can get 20-30 percent of our fluid needs through our diet alone, and foods like these certainly help." Additionally, their juice is full of good electrolytes. This can even help prevent heat stroke.

Digestion

The watermelon contains fiber, which encourages a healthy digestive tract and helps keep you regular.

Skin and hair benefits

Vitamin A is stellar for your skin, and just a cup of watermelon contains nearly one-quarter of your recommended daily intake of it. Vitamin A helps keep skin and hair moisturized, and it also encourages healthy growth of new collagen and elastin cells, according to the Cleveland Clinic. Vitamin C is also beneficial in this regard, as it promotes healthy collagen growth.

Muscle soreness & athletic performance

Watermelon-loving athletes are in luck: drinking watermelon juice before an intense workout helps reduce next-day muscle soreness and heart rate, according to a 2013 study published in the Journal of Agricultural and Food Chemistry. This can be attributed to watermelon's amino acids citrulline and arginine, which help improve circulation.

A 2015 study published in the Journal of Applied Physiology suggests that watermelon's citrulline may also help improve athletic performance. Study participants who took citrulline supplements saw a boosted performance with more power production in high-intensity exercise like cycling and sprinting.

Cancer prevention

Like other fruits and vegetables, watermelons may be helpful in reducing the risk of cancer through their antioxidant properties. Lycopene in particular has been linked to reducing prostate cancer cell proliferation, according to the National Cancer Institute.

Health risks

If eaten in reasonable amounts, watermelons should produce no serious side effects. If you eat an abundance of the fruit daily, however, you may experience problems from having too much lycopene or potassium.

The consumption of more than 30 mg of lycopene daily could potentially cause nausea, diarrhea, indigestion and bloating, according to the American Cancer Society.

People with serious hyperkalemia, or too much potassium in their blood, should probably not consume more than about one cup of watermelon a day, which has less than 140 mg of potassium. According to the National Institutes of Health, hyperkalemia can result in irregular heartbeats and other cardiovascular problems, as well as reduced muscle control.

Loading up on water-dense foods like watermelon can be tempting for those looking to lose weight because they help you feel full, but Lemond cautions against going to extremes. "Eating more fruits and vegetables of any kind naturally helps decrease overall calories (energy) of the diet," she said. "We know that people that eat higher quantities of fruits and vegetables typically have healthier body weights However, I do not recommend eating only watermelon … You will lose weight, but that weight will be mostly muscle."

Water is your body’s principal chemical component and a natural detoxifier but not many are aware about how much water should we ideally drink everyday. Hirani says, “After waking up, it is important to drink around two to four glasses of water within the early part of the day. You could also add some amount of lemon, honey and cinnamon in it.”

Myth: High blood pressure runs in my family. There is nothing I can do to prevent it.

High blood pressure can run in families. If your parents or close blood relatives have had high blood pressure, you are more likely to develop it, too. However, lifestyle choices have allowed many people with a family history of high blood pressure to avoid it themselves.
Myth: I don’t use table salt, so I’m in control of my sodium intake and my blood pressure.

In some people, sodium can increase blood pressure. But controlling sodium means more than just putting down the salt shaker. It also means checking labels, because up to 75 percent of the sodium we consume is hidden in processed foods like tomato sauce, soups, condiments, canned foods and prepared mixes. When buying prepared and prepackaged foods, read the labels. Watch for the words “soda” and “sodium” and the symbol “Na” on labels. These words show that sodium compounds are present.
Myth: I use kosher or sea salt when I cook instead of regular table salt. They are low-sodium alternatives.

Chemically, kosher salt and sea salt are the same as table salt — 40 percent sodium— and count the same toward total sodium consumption. Table salt is a combination of the two minerals sodium (Na) and chloride (Cl).
Myth: I feel fine. I don’t have to worry about high blood pressure.

If you drink, limit consumption to no more than two drinks per day for men and one drink per day for women. Generally, one drink equals a 12-ounce beer, a four-ounce glass of wine, 1.5 ounces of 80-proof liquor, or one ounce of hard liquor (100 proof).
Myth: I have high blood pressure and my doctor checks it for me. This means I don’t need to check it at home.

Because blood pressure can fluctuate, home monitoring and recording of blood pressure readings can provide your healthcare provider with valuable information to determine whether you really have high blood pressure and, if you do, whether your treatment plan is working. It’s important to take the readings at the same time each day, such as morning and evening, or as your healthcare professional recommends.
Myth: I was diagnosed with high blood pressure, but I have been maintaining lower readings, so I can stop taking my medication.

Q: What is global warming?

A: Here's a simple definition of global warming. (And yes, it's really happening.) Over the past 50 years, the average global temperature has increased at the fastest rate in recorded history. And experts see the trend is accelerating: All but one of the 16 hottest years in NASA’s 134-year record have occurred since 2000.

Climate change deniers have argued that there has been a “pause” or a “slowdown” in rising global temperatures, but several recent studies, including a 2015 paper published in the journal Science, have disproved this claim. And scientists say that unless we curb global-warming emissions, average U.S. temperatures could increase by up to 10 degrees Fahrenheit over the next century.
Q: What causes global warming?

A: Global warming occurs when carbon dioxide (CO2) and other air pollutants and greenhouse gases collect in the atmosphere and absorb sunlight and solar radiation that have bounced off the earth’s surface. Normally, this radiation would escape into space—but these pollutants, which can last for years to centuries in the atmosphere, trap the heat and cause the planet to get hotter. That's what's known as the greenhouse effect.

In the United States, the burning of fossil fuels to make electricity is the largest source of heat-trapping pollution, producing about two billion tons of CO2 every year. Coal-burning power plants are by far the biggest polluters. The country’s second-largest source of carbon pollution is the transportation sector, which generates about 1.7 billion tons of CO2 emissions a year.

Curbing dangerous climate change requires very deep cuts in emissions, as well as the use of alternatives to fossil fuels worldwide. The good news is that we’ve started a turnaround: CO2 emissions in the United States actually decreased from 2005 to 2014, thanks in part to new, energy-efficient technology and the use of cleaner fuels. A: Scientists agree that the earth’s rising temperatures are fueling longer and hotter heat waves, more frequent droughts, heavier rainfall, and more powerful hurricanes. In 2015, for example, scientists said that an ongoing drought in California—the state’s worst water shortage in 1,200 years—had been intensified by 15 percent to 20 percent by global warming. They also said the odds of similar droughts happening in the future had roughly doubled over the past century. And in 2016, the National Academies of Science, Engineering, and Medicine announced that it’s now possible to confidently attribute certain weather events, like some heat waves, directly to climate change.

The earth’s ocean temperatures are getting warmer, too—which means that tropical storms can pick up more energy. So global warming could turn, say, a category 3 storm into a more dangerous category 4 storm. In fact, scientists have found that the frequency of North Atlantic hurricanes has increased since the early 1980s, as well as the number of storms that reach categories 4 and 5. In 2005, Hurricane Katrina—the costliest hurricane in U.S. history—struck New Orleans; the second-costliest, Hurricane Sandy, hit the East Coast in 2012.

The impacts of global warming are being felt across the globe. Extreme heat waves have caused tens of thousands of deaths around the world in recent years. And in an alarming sign of events to come, Antarctica has been losing about 134 billion metric tons of ice per year since 2002. This rate could speed up if we keep burning fossil fuels at our current pace, some experts say, causing sea levels to rise several meters over the next 50 to 150 years.
Q: What are the other effects of global warming?

A: Each year, scientists learn more about the consequences of global warming, and many agree that environmental, economic, and health consequences are likely to occur if current trends continue. Here’s just a smattering of what we can look forward to:

    Melting glaciers, early snowmelt, and severe droughts will cause more dramatic water shortages and increase the risk of wildfires in the American West.
    Rising sea levels will lead to coastal flooding on the Eastern Seaboard, especially in Florida, and in other areas such as the Gulf of Mexico.
    Forests, farms, and cities will face troublesome new pests, heat waves, heavy downpours, and increased flooding. All those factors will damage or destroy agriculture and fisheries.
    Disruption of habitats such as coral reefs and Alpine meadows could drive many plant and animal species to extinction.
    Allergies, asthma, and infectious disease outbreaks will become more common due to increased growth of pollen-producing ragweed, higher levels of air pollution, and the spread of conditions favorable to pathogens and mosquitoes.

How You Can Stop Global Warming?

The goal is simple. Carbon dioxide is the climate’s worst enemy. It’s released when oil, coal, and other fossil fuels are burned for energy—the energy we use to power our homes, cars, and smartphones. By using less of it, we can curb our own contribution to climate change while also saving money. Here are a dozen easy, effective ways each one of us can make a difference:
1. Speak up!

What’s the single biggest way you can make an impact on global climate change? “Talk to your friends and family, and make sure your representatives are making good decisions,” Haq says. By voicing your concerns—via social media or, better yet, directly to your elected officials—you send a message that you care about the warming world. Encourage Congress to enact new laws that limit carbon emissions and require polluters to pay for the emissions they produce. “The main reason elected officials do anything difficult is because their constituents make them,” Haq says. You can help protect public lands, stop offshore drilling, and more here.
2. Power your home with renewable energy.

Choose a utility company that generates at least half its power from wind or solar and has been certified by Green-e Energy, an organization that vets renewable energy options. 3. Weatherize, weatherize, weatherize.

“Building heating and cooling are among the biggest uses of energy,” Haq says. Indeed, heating and air-conditioning account for almost half of home energy use. 5. Reduce water waste.

Saving water reduces carbon pollution, too. That's because it takes a lot of energy to pump, heat, and treat your water. So take shorter showers, turn off the tap while brushing your teeth, and switch to WaterSense-labeled fixtures and appliances. The EPA estimates that if just one out of every 100 American homes were retrofitted with water-efficient fixtures, about 100 million kilowatt-hours of electricity per year would be saved—avoiding 80,000 tons of global warming pollution.
6. Actually eat the food you buy—and make less of it meat.

Approximately 10 percent of U.S. energy use goes into growing, processing, packaging, and shipping food—about 40 percent of which just winds up in the landfill. “If you’re wasting less food, you’re likely cutting down on energy consumption,” Haq says. You can offset the carbon you produce by purchasing carbon offsets, which represent clean power that you can add to the nation’s energy grid in place of power from fossil fuels. But not all carbon offset companies are alike. Do your homework to find the best supplier.

চুলের যত্নে ডিমের ব্যবহার:

৩) আপনার চুল কি অতিরিক্ত তৈলাক্ত আর ভারি? দ্রুত চুল আঁঠালো, চটচটে হয়ে যায়? এই ধরনের সমস্যায় ২টো ডিম ফাটিয়ে তার কুসুম বাদ দিয়ে শুধু সাদা অংশ ভাল করে ফেটিয়ে তার সঙ্গে ১ চামচ লেবুর রস মিশিয়ে নিন। এ বার এই মিশ্রণ সমস্ত চুলে মাখিয়ে শাওয়ার ক্যাপ পরে অন্তত মিনিট কুড়ি ঢেকে রাখুন। তার পর ভাল করে ধুয়ে ফেলুন। এতে চুলের অতিরিক্ত তৈলাক্ত ভাব কেটে গিয়ে চুল হয়ে উঠবে উজ্জ্বল, ফুরফুরে।

৪) ডিম আর মধুর মিশ্রণ চুলকে ময়শ্চারাইজ করে। ২টো ডিম, ১ চামচ দুধ আর ১ চামচ মধু মিশিয়ে সমস্ত চুলে মাখিয়ে শাওয়ার ক্যাপ পরে অন্তত মিনিট কুড়ি ঢেকে রাখুন। শুকিয়ে গেলে শ্যাম্পু করে ভাল করে ধুয়ে ফেলুন। চুল হয়ে উঠবে উজ্জ্বল, ফুরফুরে।

ত্বকের যত্নে ডিমের ব্যবহার:

১) শীত কালে শুষ্ক ত্বকের সমস্যা অনেকটাই বেড়ে যায়। এই সমস্যা দূর করতে ১টা ডিমের সঙ্গে আধা চামচ মধু মিশিয়ে এই মিশ্রণ মুখ ও গলায় লাগিয়ে রাখুন (হাত বা পায়েও মাখতে হলে অন্তত ৪-৫টা ডিম আর ৩ চামচ মধু লাগবে)। এর পর হালকা গরম জল দিয়ে ভাল করে ধুয়ে ফেলুন। এতে ত্বকের শুষ্ক ভাব কমে যাবে।
২) আপনার ত্বক কি নির্জীব হয়ে পড়ছে? নির্জীব, রুক্ষ ত্বককে উজ্জ্বল করতে ২টো ডিম ফেটিয়ে তার সঙ্গে ১ চামচ দই মিশিয়ে ত্বকে মাখুন। এর পর অন্তত ২০-২৫ মিনিট রেখে জল দিয়ে ভাল করে ধুয়ে ফেলুন। ফল পাবেন হাতেনাতে।

বিভিন্ন দেশে বাংলাদেশের তৈরি পাট পাতার এ চা এখন রফতানি হচ্ছে। একই সঙ্গে প্রচলিত চায়ের বিকল্প হিসেবে পাট পাতার চায়ের চাহিদা এখন বাড়তে শুরু করেছে।

যেভাবে তৈরি করবেন : দুইভাবে পাট পাতার চা তৈরি করা যায়। কেটলি বা পাতিলে পানি গরম করে তার মধ্যে পাটের চা পাতা ঢেলে দিতে হবে। প্রতি এক কাপ চায়ের জন্য চা চামচের তিন ভাগের এক ভাগ পাতা লাগবে। ফুটন্ত পানি পাতা ঢেলে ২ থেকে ৩ মিনিট ফোটালেই তা চা হিসেবে পান করা যাবে।

এছাড়া পানি ফুটিয়ে কাপে ঢেলে এর মধ্যে চা চামচের তিন ভাগের এক ভাগ পাতা ভিজিয়ে রাখতে হবে ৪ থেকে ৫ মিনিট। এর পর চা হিসেবে পান করতে হবে। ডায়বেটিস না থাকলে এর সঙ্গে মধু মিশিয়ে পান করা বেশি স্বাস্থ্যকর।

উপকারিতা : গবেষকরা দেখেছেন পাট পাতার পানীয় ডায়বেটিক, ক্যান্সার, পেটের বিভিন্ন পীড়া, আলসার, উচ্চ রক্তচাপ, রক্তে কোলেস্টরল নিয়ন্ত্রণ, লিভার সুস্থ রাখতে এবং কিডনির ক্ষয় রোধে কাজ করে। এছাড়া অন্যান্য রোগ প্রতিরোধেও পাট পাতার কোমল পানীয় ভূমিকা রাখে। এছাড়া পাট পাতার পানীয়র মধ্যে নানা ধরনের ভিটামিন রয়েছে। যেগুলো শরীরের বিভিন্ন উপকারে লাগে।

সুশাসন নিশ্চিত করার জন্য চাই গতিশীল ও দক্ষ প্রশাসন। উন্নত প্রশিক্ষণ ছাড়া দক্ষ প্রশাসন অসম্ভব। জনপ্রশাসনে দক্ষতা বৃদ্ধিকরণ প্রকল্পের আওতায় সরকার চলতি বছর থেকে উচ্চতর শিক্ষায় ‘প্রধানমন্ত্রী ফেলোশিপ’ চালু করেছেন, যা নিঃসন্দেহ প্রশংসার দাবিদার। প্রধানমন্ত্রী ফেলোশিপে মাস্টার্সের জন্য ৬০ লাখ ও পিএইচডির জন্য ২ কোটি টাকা দেওয়ার সিদ্ধান্ত নেওয়া হয়েছে। কিন্তু এই ফেলোশিপ কাদের, কীভাবে ও কোথায় অধ্যয়নের জন্য দেওয়া হবে, সে বিষয় কিছু জিজ্ঞাসা থেকে যায়। কারণ জনগণের অর্থের সর্বোচ্চ সদ্ব্যবহার করা সরকারের দায়িত্ব। তা ছাড়া, বৈষম্যহীন সমাজব্যবস্থা প্রতিষ্ঠা সরকারের অঙ্গীকার। কিন্তু, এ ফেলোশিপের পরতে পরতে রয়েছে বৈষম্য, অথচ বৈষম্যহীন সমাজব্যবস্থা প্রতিষ্ঠার জন্য বঙ্গবন্ধু আজীবন সংগ্রাম করে গেছেন।
চলুন, দেখা যাক বৈষম্য কোথায়? কাদের জন্য এই ফেলোশিপ? বিসিএস কর্মকর্তাদের জন্য ৭০ ভাগ, অন্যান্য সরকারি কর্মকর্তার জন্য ২০ ভাগ ও সর্বসাধারণের জন্য ১০ ভাগ। ফেলোশিপ কেবল যদি প্রশাসনে গতিশীলতা আনার জন্য হয়, তবে অন্যদের ১০ ভাগ রহিত করা উচিত। ৭০ শতাংশ বিসিএস কর্মকর্তার বদলে ১০০ শতাংশ সরকারি কর্মকর্তাদের মধ্যে মেধানুসারে বণ্টন করা হোক। যদি তা সবার জন্য উন্মুক্ত রাখা হয়, তবে কোটা বাতিল করা উচিত। কোনো বিশেষ শ্রেণির জন্য কোটা সৃষ্টি করা অনাবশ্যক। তা ছাড়া আমাদের সংবিধানে কেবল অনগ্রসর জনগোষ্ঠীর জন্য কোটার কথা বলা হয়েছে। বিসিএস কর্মকর্তারা নিশ্চয় অনগ্রসর জনগোষ্ঠী নন। তা ছাড়া, সরকারি কর্মকর্তাদের মধ্যে বিভাজন জনপ্রশাসনে অস্থিরতা সৃষ্টি করতে পারে।
আবার বলা হয়েছে, পিএইচডির জন্য সর্বোচ্চ বয়সসীমা ৪৫ বছর। উন্নত দেশের ভালো বিশ্ববিদ্যালয়ে পিএইচডি করতে ন্যূনতম সময় লাগে ৪-৫ বছর। পিএইচডি শেষ করতে বয়স হবে ৫০ বছর। সরকারি চাকরিতে অবসরের বয়স ৫৭ বছর। মাত্র ৭ বছর সেবা নেওয়ার জন্য কারও পেছনে ২ কোটি টাকা ব্যয় অনেকাংশে অপচয়ের শামিল। উপরন্তু দেশে ফিরলে কেবল দুবছর চাকরি করার বাধ্যবাধকতা আছে। সে ক্ষেত্রে দুবছর সেবা পেতে ২ কোটি টাকা! তা ছাড়া, বিশ্বের বেশির ভাগ পিএইচডি স্কলারশিপের ক্ষেত্রে বয়সসীমা ৩৫ বছর নির্ধারিত থাকে। অধিক বয়সে পিএইচডি করা দুরূহ ব্যাপার। তাই প্রধানমন্ত্রী ফেলোশিপে পিএইচডির বয়সসীমা ৩৫ বছর করাই যুক্তিযুক্ত।
মুক্তিযোদ্ধারা জাতির শ্রেষ্ঠ সন্তান। তাদের রক্তে ভেজা মাটি থেকে এ দেশে চারা গজায়। অথচ তাদের সন্তান-সন্ততিদের জন্য সরকারি চাকরিতে ৩০ শতাংশ কোটা যে বৈষম্যের দোহাই দিয়ে বাতিল করা হল, সে বৈষম্য চালু হল নতুন সংস্করণে। এবার কোটা মুক্তিযোদ্ধাদের জন্য নয়, বিসিএস কর্মকর্তাদের জন্য। যারা বিসিএস কর্মকর্তা হওয়ার তরে মুক্তিযোদ্ধাদের কোটা বাতিলের জন্য নিজেকে রাজাকার পরিচয় দিতে কুণ্ঠাবোধ করেনি, তাদের জন্য ‘প্রধানমন্ত্রী ফেলোশিপ’ নামে চালু করা হচ্ছে অভিজাত কোটা। তবে কি তারা এই কোটার বিরুদ্ধে আন্দোলন করবেন? নাকি মনের আনন্দে এই কোটার সুফল ভোগ করবেন? নিশ্চয় তারা অবিবেচক হবেন না। যাই হোক, সে ফয়সালা তাদের ওপর।
সম্প্রতি পররাষ্ট্রমন্ত্রীর ভারত সফরের সময় দুই হাজার সরকারি কর্মকর্তার প্রশিক্ষণের ব্যবস্থা করতে সে দেশের সরকারের সঙ্গে একটি চুক্তি স্বাক্ষরিত হয়। এটি একটি ভালো উদ্যোগ। প্রশাসনে গতিশীলতা আনতে কেবল ভারত নয়, বিশ্বের উন্নত দেশে সরকারি কর্মকর্তাদের প্রশিক্ষণের জন্য পাঠানো উচিত। এখনো মাঝে মধ্যে পাঠানো হয়। অবাক করা বিষয় হল, এবার প্রশিক্ষণ নয়, সরকার উচ্চশিক্ষার্থে সরকারি কর্মকর্তাদের জন্য ‘প্রধানমন্ত্রী ফেলোশিপ’ চালু করেছেন।
প্রশ্ন হল সরকারি কর্মকর্তাদের কি পিএইচডি করা খুবই দরকার? বিশ্বের কোন কোন দেশের সরকারি কর্মকর্তারা সরকারের খরচে পিএইচডি করেন? পিএইচডি একটি বিশেষায়িত ডিগ্রি। এটি যারা ভবিষ্যতে শিক্ষক ও গবেষক হতে চায়, তাদের জন্য প্রযোজ্য। অন্যরা করতে পারেন। কিন্তু আবশ্যক নয়। আমাদের জাতীয় শিক্ষা নীতি কি বলে? ‘চার বছরের স্নাতক সম্মানকে সমাপনী ডিগ্রি হিসাবে ও উচ্চশিক্ষায় শিক্ষকতা ও গবেষণা ব্যতীত সব কর্মক্ষেত্রে যোগদানের প্রয়োজনীয় যোগ্যতা হিসাবে বিবেচনা করা হবে।’ তাহলে সরকারি কর্মকর্তাদের জন্য প্রশিক্ষণ কি যথেষ্ট নয়? বিতর্কে না গিয়ে ধরে নিলাম, তাদের পিএইচডি ডিগ্রি দরকার ও তারা তা অর্জন করুক। এখনো অনেকে নিজ চেষ্টায় ও সরকারি উদ্যোগে তা করছে বটে।
একটা উদাহরণ দিলে বিষয়টি পরিষ্কার হবে। ধরুন, একজন রসায়নে মাস্টার্স করে বিসিএস দিয়ে প্রশাসনে চাকরি নিলেন। এবার তিনি সরকারি বৃত্তি নিয়ে হার্ভার্ড থেকে রসায়নে পিএইচডি করলেন। সিন্থেসিসের ওপর যথেষ্ট ভালো কাজ করে দেশে ফিরে গেলেন। বলুন, প্রশাসনের কোনো জায়গায় উনি সিন্থেসিস করবেন? ভবিষ্যতে বাংলাদেশে তিনি কি গবেষণা করবেন? তবে হ্যাঁ কিছু বিষয়, যেমন আন্তর্জাতিক সম্পর্ক, জনপ্রশাসন, ব্যবস্থাপনা, ক্রিমিনোলজি (পুলিশদের জন্য), অর্থনীতি—এ ধরনের মুষ্টিমেয় দু-একটি বিষয়ে পিএইচডি করলে বাংলাদেশের প্রশাসন লাভবান হতে পারে। তাও অপরিহার্য নয়। যেকোনো বিষয়ে গণহারে এ বৃত্তি জনগণের করের টাকার অপচয় ছাড়া কিছু নয়।
বছরে কেবল যদি ১০ জনকে মাস্টার্স ও ১০ জনকে পিএইচডির জন্য নির্বাচন করা হয়, তাতে সরকারের খরচ হবে ২৬ কোটি টাকা। অথচ ২৬ কোটি টাকায় বাংলাদেশে উন্নত প্রশিক্ষণের জন্য একটা প্রতিষ্ঠান করা যাবে। এভাবে বৃত্তির নামে জনগণের ঘামের টাকা বিদেশে পাচারের কোনো মানে হয় না। বাংলাদেশের অনেক উচ্চশিক্ষিত ও প্রশিক্ষিত যুবক যারা নিজে বৃত্তি জোগাড় করে বিদেশে পড়াশোনা করে দেশে ফিরতে চায়। সরকার একটি প্রশিক্ষণ ইনস্টিটিউট করে বিষয়ভিত্তিক উচ্চশিক্ষিত, প্রশিক্ষিত ও অভিজ্ঞদের নিয়োগ দিয়ে সরকারি কর্মকর্তাদের পিএইচডি দেওয়ার ব্যবস্থা করতে পারেন। নতুবা দেশের কিছু বিশ্ববিদ্যালয়ে পেশাদার প্রশিক্ষণের ব্যবস্থা করতে পারেন ও এসডিজি অর্জনে বাংলাদেশের সক্ষমতা অর্জনে যে সব বিষয়ে অগ্রাধিকার দেওয়া হচ্ছে সেসব বিষয়ে পিএইচডি ও মাস্টার্স প্রোগ্রাম চালু করে সরকারি কর্মকর্তাদের প্রধানমন্ত্রী ফেলোশিপ দিয়ে এসব প্রোগ্রামে ভর্তি করানো যেতে পারে। তাতে জনগণের করের টাকা জনগণের কাছে ফিরে যাবে। বাংলাদেশে উন্নত প্রশিক্ষণ ব্যবস্থা গড়ে উঠবে। ‘প্রধানমন্ত্রী ফেলোশিপ’ পাওয়া প্রশিক্ষণার্থীদের টাকায় বিশ্ববিদ্যালয়ের উন্নয়ন হবে, যা প্রজন্ম থেকে প্রজন্মান্তরে চালু থাকবে।
প্রয়োজন হলে বিদেশ থেকে দক্ষ ও অভিজ্ঞ প্রশিক্ষক ও শিক্ষক নিয়োগ দেওয়া যেতে পারে। প্রয়োজনে সরকার দক্ষ ও বিজ্ঞ সাবেক আমলাদের (ড. আকবর আলী খান, ড. সাদাত হোসেন, এ টি এম শামসুল হুদা, আলী ইমাম মজুমদার, ড. ফরাস উদ্দিন) প্রশিক্ষণ ইনস্টিটিউটে নিয়োগ দিতে পারে। আমাদের দেশের প্রশাসনের সমস্যা কোথায় তাঁদের চেয়ে ভালো কেউ বুঝবে না। তা না হলে আমাদের প্রশাসনের অবস্থা হবে মগবাজারের উড়াল সেতু অর্থাৎ ডানহাতি গাড়ি চালকের দেশে বাম হাতি গাড়ি চালকের সেতুর মতো।
বিচারকদের জন্য সরকার বিচার প্রশাসন প্রশিক্ষণ ইনস্টিটিউট করেছে। বিসিএস কর্মকর্তাদের জন্য তেমন ইনস্টিটিউট করতে পারে অথবা সাভারে যে বিপিএটিসি আছে তাকে আধুনিকায়ন করে গবেষণার উপযুক্ত দেশের খ্যাতনামা বিশ্ববিদ্যালয়ের সঙ্গে সংযুক্ত করে সেখান থেকে সরকারি কর্মকর্তাদের সংশ্লিষ্ট বিষয়ে মাস্টার্স ও পিএইচডি ডিগ্রি দেওয়া যেতে পারে। প্রধানমন্ত্রী ফেলোশিপের টাকা বিদেশি বিশ্ববিদ্যালয়ে খরচ করা হলে দীর্ঘ মেয়াদে বাংলাদেশের কোনো অর্জন হবে না। আর যদি বিষয়টা এমন হয়, কেবল বিদেশে যাওয়াটাই উদ্দেশ্য, তাহলে যত বাধ্যবাধকতাই দেওয়া হোক, তাদের অনেকে দেশে ফিরবেন না। অনেকে সরকারি টাকা বিদেশে খরচ করে পরিবারকে বিদেশে অভিবাসী করবেন যাতে অবসরোত্তর সময়টা বিদেশে কাটাতে পারেন।
নব্বইয়ের দশকে বাংলাদেশের শিক্ষার্থীরা কম্পিউটার সায়েন্স, বিবিএ, এমবিএ ও ইঞ্জিনিয়ারিং পড়ার জন্য ভারতে পাড়ি দিত। এক দশকে বাংলাদেশ কোটি কোটি টাকা হারিয়েছে। কিন্তু এখন আর কেউ এসব বিষয় পড়ার জন্য ভারতে যায় না। কারণ আমাদের বেসরকারি বিশ্ববদ্যালয়গুলো এসব বিষয়ে ভালো শিক্ষা ও প্রশিক্ষণ দিচ্ছে। বস্তুত, বেসরকারি বিশ্ববিদ্যালয় প্রতিষ্ঠার সিদ্ধান্ত ছিল যুগান্তকারী।
আমাদের প্রবাসীরা দিনরাত পরিশ্রম করে দেশে অর্থ পাঠায় আর সে অর্থ যদি সরকারি কর্মকর্তারা উচ্চশিক্ষার নামে বিদেশে খরচ করেন, তা হবে নিতান্তই দুঃখজনক। আশা করি সরকার আরেকটি যুগান্তকারী সিদ্ধান্ত নিয়ে জনগণের অর্থের সর্বোচ্চ ব্যবহার নিশ্চিত করবেন।
