t has been long and eventful year 2016, where textile and garment sector saw an enormous growth and with an expectation to take over China (hopeful!) and be the ‘Leader’.

Globally the apparel market is facing various uncertainty. In the UK after Brexit and fall of pound sterling there is a concern in the export in EU market. The change in shopping strategy by customer to purchase products from online and increasing share of online retailers created a huge gap in margin for the traditional powerhouse of retailers and brands. Sourcing of products is also trying to shift to other countries such as in Ethiopia, Myanmar etc. to take advantage of trade deals. In addition, environmental sustainability is getting more attention due to the campaign of activist organisations such as Greenpeace to promote zero discharge of hazardous chemicals or making a condition by the brands to follow Higg Index or Business Environment Performance Initiative (BEPI) to be followed by the manufacturers.

As Bangladesh is hoping to take the role of leader in apparel export and because it always plagued with some bad form of publicity every now and then, perhaps this is the time to publish sustainability report voluntarily by the textile and garment companies who particularly have a long term vision. This will help to go beyond the mandatory requirements by brands to do something minimum.

In its basic form, a sustainability report portrays organization’s environmental and social performance. Sustainability reporting has emerged as a common practice of the modern business. The benefits of this reporting will be

Commitment and transparency to the social and environmental cause
A pioneer among the similar organizations locally and globally
Better reputation with increasing brand value
Meeting the expectation of stakeholders and employees
Improved access of funds and capitals
Increased resource efficiency and reduction of waste
Sustainability reporting requires factories to gather information about processes and impacts that may not have looked into or measured before. This new information can assist companies knowledge necessary to reduce their use of natural resources, increase efficiency and improve their operational performance.

For reporting to be as useful as possible for companies, a unified standard that allows reports to be quickly assessed, fairly judged and simply compared is a critical asset. As firms worldwide have embraced sustainability reporting, the most widely adopted framework has been the Global Reporting Initiative (GRI) Sustainability Reporting Framework.

A commitment and focus on sustainability will help garment and textile organizations to highlight their achievements from a third party reporting, which then can be used as to create a long term planning and trust from the buyers. This report can prepare companies to avoid mitigate social and environmental risks that may have financial viability of the business.

Apparel exports increased 9.77 percent year-on-year to $28.12 billion in the first 11 months of the current Fiscal Year (FY) 2017-2018. Knitwear exports rose by 11.48 percent to $13.94 billion and woven garments exports were up by 8.15 percent to $14.18 billion.
According to the data from the Export Promotion Bureau (EPB), overall, exports rose 6.66 percent year-on-year to $33.72 billion in the July-May period. The earnings narrowly missed the periodic target of $33.87 billion.

“At the end of the year, we will be able to export more than the target set for the current fiscal year at $30.16 billion,” said Siddiqur Rahman, President of Bangladesh Garment Manufacturers and Exporters Association (BGMEA).
“The export growth in the apparel sector in June might be a little less, but it will grow more from July onwards as the manufacturers have a handful of work orders,” he added.

In recent months, garment export to the US is declining as China, India and Vietnam are performing well to the US markets but the earning from garment export even crossed the 11 months’ target at 3.24 percent to $27.24 billion.

“We are performing strongly in the new markets like in Japan, India, Russia, South Africa, and Australia and in Latin American markets,” said the leader of the apparel exporters’ body.

He also stated that “we need to modernize our machinery and production for more productivity to be more competitive in the global apparel markets.”

“The country’s garment factories are full of orders from international retailers and brands, thanks to the massive progress in workplace safety carried out by the Accord, the Alliance, and the government,” he added
According to the report of EPB for FY 2017-18 July-May, Cotton, cotton products, and yarn exports went up by 15.86 percent to $117.15 million, jute and jute goods fetched $966.90 million, up by 6.99 percent, home textile export rose by 11.67 percent to $823.00 million, leather and leather goods sector down 11.08 percent to $ $999.07million.

সোনালি আশ নামটা সবার কাছেই পরিচিত। হ্যাঁ বলতেছিলাম পাটের কথা। সোনা যেরকম অনেক মূল্যবান একটি বস্তু, সোনালি আঁশ ও একসময় অনেক মূল্যবান জিনিস ছিলো এদেশের মানুষের কাছে। আর থাকবে নাই বা কেনো কারন একসময় পাট ই ছিলো বাংলাদেশের প্রধান অর্থকরী ফসল।

বাংলাদেশের জলবায়ু পাট চাষের জন্য উপযোগি। আর বিশ্বের সবচেয়ে উন্নত মানের দেশি এবং তোষা পাটের চাষ বাংলাদেশেই বেশি হতো। কয়েকশত বছর আগেও পাট বাংলাদেশের মধ্যবিত্তের বিকাশে প্রধান নিয়ামক ছিলো। কিন্তু বর্তমানে সেই পাট এখন প্রায় বিলুপ্ত। যদিও বর্তমান সরকার অনেকগুলো উদ্যোগ গ্রহন করেছে পাট চাষের প্রসারের জন্য কিন্তু তা ও আগের মত সুফল নিয়ে আসবে কিনা তার নিশ্চয়তা নাই।

পাট রপ্তানির মাধ্যমে বাংলাদেশে প্রচুর বৈদেশিক মুদ্রা উপার্জন করতো। একসময় পৃথিবীর মোট পাট উৎপাদনের শতকরা ৩৫ ভাগ হতো বাংলাদেশে। কিন্তু তা এখন নেই বললেই চলে।

এবার বলি আমাদের দেশের পাট নিয়ে কিছু কথা।

একসময় বাংলাদেশে যে পরিমান পাট চাষ হতো তার ৫ ভাগের ১ ভাগ ও হয় না এখন। এই দেশের পাটের বাজারকে কেন্দ্র করে ১৯৫১ সালে গড়ে উঠেছিলো দেশের সর্ববৃহৎ পাটকল ‘আদমজী জুট মিলস’। বর্তমানে এই দেশে প্রায় ১০০ এর মত পাটকল আছে যার ২৬ টি সরকারি আর বাকিগুলা বেসরকারি। প্রায় বেশির ভাগ গুলাতেই কোনো পাট উৎপাদন হয়না। আবার পাটকলগুলো পুরোনো হয়ে যাওয়ায় আশানুরূপ পাট উৎপাদন হয় না যার কারনে উৎপাদন খরচ হয়ে যায় অনেক বেশি। ফলে কল কারখানা গুলোতে লোকসান বেশি হয়। তাছাড়া পাটের উৎপাদন ও বিকাশের জন্য যেসকল ব্যাবস্থা নেয়া দরকার তা আমাদের রাষ্ট্র নিচ্ছেনা।

চীন তুলা এবং পাটের সংমিশ্রণ এ কাপড় তৈরি করছে এবং তা পুরো বিশ্বে সরবরাহ দিচ্ছে কিন্তু আমরা পারব না কেনো আমাদের সুযোগ বেশি থাকার পরেও????

এতে তুলার আমদানি যেরকম কমে যাবে তেমনি পাটের ব্যাবহার ও বৃদ্ধি পাবে। ফলে বৈদেশিক মুদ্রার ও সাশ্রয় হতো।

স্বাধীনতার পর থেকে বাংলাদেশে পাটের দাম উঠানামা করলেও বাংলাদেশের কৃষক কাংখিতভাবে লাভজনক হচ্ছে না।

আমাদের দেশে রপ্তানিকৃত পাটের প্রায় ৯২ ভাগ রপ্তানী হয় ভারত,চীন ও পাকিস্তানে। এছাড়া থাইল্যান্ড,ভিয়েতনাম,­ ব্রাজিল ও আইভোরিকোস্টেও বিপুল পরিমান পাট রপ্তানী হয়।

পাটের দ্রব্যের মধ্যে সবচেয়ে রপ্তানী হয় পাটের সূতা। আমাদের দেশে পাটের সূতার বেশির ভাগ রপ্তানী হয় তুরষ্কে। প্রায় ৪০ ভাগ রপ্তানী হয় তুরষ্কে।

২০১১ সালে প্রতি মণ পাট বিক্রি হতো ২৫০০-৩০০০ টাকা পর্যন্ত কিন্তু সময় যত আগালো পাটের দাম তত কমে গেলো। কৃষক রা অই দামেও পাট বিক্রি করতে পারলোনা।

পরে অবশ্য চাপে পড়ে নির্বাচনী ওয়াদা ঠিক রাখতে যেয়ে সরকার পাট শিল্পের জন্য লোক দেখানো কিছু ভাল সিদ্ধান্ত নেয়াতে পাটের বাজারটা ভাল হয়েছিল। কিন্তু তারপর যা তাই। দেশের জনসংখ্যার এক বিরাট অংশ প্রত্যক্ষ বা পরোক্ষভাবে পাট চাষের সাথে জড়িত। কৃষক-ক্ষেতমজুর সরাসরি উৎপাদনের সাথে জড়িত। পাট বিপণন ও কাঁচা পাট ব্যবহার উপযোগী করে ‘পাট পণ্যে’ পরিণত করতে নানান স্তরে বহুলোকের প্রয়োজন হয়।

পাট ও পাট শিল্পের বিকাশের পথে বাঁধা রয়েছে অনেক।

প্রথমত, সরকারের উদাসীনতা বা অবহেলা। গত কয়েকটি সরকার ব্যক্তিখাতকে প্রাধান্য দিলেও ব্যক্তিখাতের বৃহত্তর খাত হল কৃষি। কিন্তু এদিকে নজর নেই। কারণ এখানে কমিশন কম।

দ্বিতীয়ত, বিদেশি ষড়যন্ত্র। যে বিশ্ব ব্যাংকের ব্যবস্থাপত্রের দ্বারা আদমজী পাটকল বন্ধ করা হয়েছিল, সেই বিশ্বব্যাংকের সহায়তায় একই সময়ে ভারতে নতুন পাটকল স্থাপিত হয়েছিল।

লোকসানের অজুহাত দেখিয়ে বন্ধ করা হয়েছিল এই বৃহৎ প্রতিষ্ঠানটি। অথচ আদমজী পাটকল বন্ধ করতে রাষ্ট্রীয় কোষাগার থেকে যে টাকা খরচ করা হয়েছিল, তার থেকে অনেক কম টাকা দিয়ে পাটকলটি বিএমআরআই করালে লোকসান না হয়ে বরং লাভ হত। পাটখাত সংস্কার কর্মসূচির নামে বিভিন্ন সময় বিশ্বব্যাংকের পরামর্শে পাটকলগুলি বন্ধ করে। এতে পাটচাষি ও পাটকল শ্রমিকদের স্বার্থের পরিপন্থি এবং পরিবেশের পরিপন্থি কাজ করা হয়েছে।

তৃতীয়ত, পাট ও পাট শিল্পের অন্তরায় হল পলিথিন ও প্লাস্টিকের ব্যবহার। নাগরিক সচেতনতা এর জন্য দায়ী।

পাটের বদলে আমরা প্রত্যহ যা ব্যবহার করছি, তা পরিবেশের জন্য মারাত্মক ক্ষতিকর এবং তা আমরা করছি জেনেশুনেই। বাংলাদেশের নগর জীবন থেকে শুরু করে সর্বত্র পলিথিনের যত্রতত্র ব্যবহারের কারণে পরিবেশ-প্রকৃতি মারাত্মকভাবে হুমকির দিকে এগিয়ে যাচ্ছে। বড় বড় শহরগুলির আশ-পাশের নদীর তলদেশ পলিথিন দ্বারা ভরাট হয়ে চলছে। ড্রেনেজ ব্যবস্থা অচল হয়ে পড়ছে। ফসলের মাঠে ঢুকে পড়েছে।

বাংলাদেশে বর্তমানে শিক্ষা প্রতিষ্ঠান গুলোতেও পাট সম্পর্কে ভালো পড়াশুনার সুযোগ নেই কারন পর্যাপ্ত মেশিন এর অভাব।

দেশের একমাত্র টাংগাইল টেক্সটাইল কলেজে জুটের উপর কোর্স করানো হয়। যার ফলে দেশের ছাত্রছাত্রীরাই পাট নিয়া ভাবতে আগ্রহী বেশি না।

পাট চাষের প্রসার ঘটাতে কিছু সিদ্ধান্ত সরকার নিতে পারে।

-দেশে কিছু টেক্সটাইল বিশ্ববিদ্যালয়, কলেজ প্রতিষ্ঠা করা যেতে পারে যেখানে জুটের উপর সম্পূর্ন প্রশিক্ষন দেয়া হবে।

– তাছাড়া সরকার উদ্যোগ এর মাদ্যমে দক্ষ জনশক্তি গড়ে তুলে তা কাজে লাগাতে হবে।
