Title: Every one say how much people do?

 may be there are two types of mind  behavior
                                                                      1. say
                                                                       2.do

some time  i observe,  most of  the  people  around  us they  only  say  but  dont  get  them proper work time .

is  it  the  reason . that   say all the best ?

May be. Though we say others "All the best" when they are going to do something, not to ourselves.
