1966 International Covenant on Economic, Social and Cultural Rights (entry 3 January 1976) was the inspiration and guide for many later constitutions for inclusion of social welfare rights
Emphasis in the Preamble:
• recognizing that inherent dignity of all is the foundation of freedom, justice and peace in the world.
• recognizing that ecosoc rights derive from the inherent dignity of the human person,
• recognizing that the ideal of freedom from fear and want can only be achieved through enjoyment of economic, social and cultural rights, as well as his civil and political rights.
Article 2
• Each State Party undertakes to take steps to the maximum of its available resources, with a view to achieving progressively the full realization of these rights by all appropriate means.
• These rights will be exercised without discrimination as to race, colour, sex, language, religion, political or other opinion, national origin, property, birth or other status.
• Developing countries, with due regard to human rights and their national economy, may determine to what extent they would guarantee the economic rights to non-nationals.
