Title: How to compel every industries to run their ETP?

I was attending an seminar on Textile Effluent, and very informative was the even where countries to top educationists and experts in textile and clothing were present.

they talk about the topic and they were not getting any ideas on how to compel every factories to must run ETP? Non have the answer, but i believe that i have the answer which can be very easily implemented.

let guess the ideas or proposal?
