To what extent a nation is civilized that depends on their behavior during the transitional period. Now we are seeing what we are. The law is not a good law unless it is applied. The approaches of EC and government are not comply with the transitional norms. "Delhi is so far to reach" we are light years far to be civilized, in fact EC shall be empowered constitutionally and rules shall be amended.
