Is grammar a language skill? Why? Why not?

Sir, it seems to be an intriguing question coming from a "language expert" like you. So I am not sure where I should dare to answer this question. However, my answer is yes - grammar is also a language skill because correctness of one's grammar indicates his/her skill in that language even though that person may not know the rules of grammar while using it correctly.
