Dear sir,
Its not bad to wear good dresses but the definition of good dress varies from person to person. For example some people may call T-shirt/Jeans (torn apart here and there) good dress...
Anyway personally I think dress ups can be considered as a plus point to one's smartness but can not be a key indicator of smartness.
